Per the UDO,the Planning Board and the City Council must make a finding that the following standards for a planned unit development have generally been met (I 3.I 6 G.3.f.): i. The proposed planned unit development is consistent with the goals and objectives of the Comprehensive Plan. ii. The proposed planned unit development meets the purpose of a planned unit development. iii. The proposed planned unit development will not impede the normal and orderly development and improvement of surrounding property. iv. There is provision for adequate utilities and infrastructure, drainage, off-street parking and loading, pedestrian access, and all other necessary facilities. v. There is provision for adequate vehicular ingress and egress designed to minimize traffic congestion upon public streets.A traffic study may be required to provide evidence that the circulation system is adequate. vi. The location and arrangement of structures, parking areas,walks, landscape, lighting, and other site design elements, are compatible with the surrounding neighborhood and adjacent land uses. Upon review of Part I of the Full Environmental Assessment Form dated July 3, 2024 and consideration of the proposed text amendments to the "Saratoga Hospital Medical/Professional PUD" (redline drafts dated July I and September 4, 2024)the Board provides the following: ■ The Planning Board defers SEQRA Lead Agency status to the City Council ■ The Planning Board issues a favorable advisory opinion on the proposed text amendments in the PUD redline draft dated September 4, 2024 with the following considerations and recommended revisions: o VI. Uses and Characteristics: In favor of"child daycare" added as an accessory use in Zones A and B. Revised 9/24/2024 I I:I 8 AM Proposed Text Amendments to Saratoga Hospital PUD Planning Board Advisory Opinion o Recommend the definition and standards mirror "child day care center" use in the UDO (Art. 8). o Recommend that if "child daycare" is proposed to be changed from an accessory use (limited to use by employees of the Saratoga Hospital only)to a principal use (open to the public) then further SEQRA evaluation may be necessary specific to possible traffic and parking impacts. o VI. Uses and Characteristics E. Zone E: In favor of parking structures added as accessory structures in Zone E. o Recommend removal of size and height limitations of parking structures. o Recommend replace proposed stricken language with "subject to site plan review by the Planning Board and architectural review by the Design Review Board". o XIII.Off-Site Improvements Project B-2—Construction of Medical Professional Office Buildin : In favor of deletion of language pertaining to the hospital undertaking and/or updating appropriate studies. o Recommend that prior to the City Council taking any SEQRA action that it take into consideration the changes along the Church St. corridor that have occurred since the last SEQRA review effort and adequately consider the traffic impacts that may result from these amendments. o �:VI. Time Extensions: o Recommend changing this section to read, "The Hospital may apply for extensions of approved PUD site plans per UDO Final Site Plan Approval and Expiration (I 3.5 K)".
