1.ELIGIBILITY: An applicant to the Design Review Commission for Architectural Review or Historic Review

4.DESIGN GUIDELINES:
The Design Review Commission will evaluate whether the proposed action (construction, alteration or
demolition) is compatible with existing structures and surrounding properties using the following criteria:
•Height – consistent with historic form and context of site and surrounding properties
•Scale – relationship of structure and its architectural elements to human size, form, perception
•Proportion – relationship among building elements including front façade, windows, and doors
•Rhythm – pattern resulting from repeating building elements such as door/window openings, columns,
arches, and other façade elements
•Directional Expression – compatibility with horizontal & vertical expression of surrounding structures
•Massing & Open Space – relationship of structure to open space between it and adjoining buildings
•Setback – compatibility with surrounding structures
•Compatibility of the following with surrounding structures/properties:
-Major building elements (storefronts, doors, windows, roof)
-Building materials
-Color – (in non-residential zoning districts only)
5.DECISIONS: The Design Review Commission may approve, approve with conditions, or disapprove an
application. The DRC may impose appropriate conditions and safeguards in connection with its approval
including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied
DRC application on the grounds of hardship.
Application approvals shall expire within 18 months of tIe filinH date unless the project has sufficiently
commenced (i.e. building/demolition permits obtained and construction/alteration begun). Applicants may
request up to 2 extensions if requested before expiration date of prior approval.

Re: 30 Whistler Ct @ Excelsior Park-Proposed building change to West Elevation of
Building 1:
Building alteration request:
Client has excess roof runoff causing damage along West Elevation of Building 1.
Effected area includes raised panel Hardie siding, concrete steps, patios, various
smaller leaks into owner units as well as infiltration into parking garage below.
There was evidence of an existing rain diverter to mitigate some of this excess
water however it had been improperly removed by others exacerbating the
problem.
Proposed solution:
We developed a plan to reinstall a water diverter along the entire length of the
west elevation of building one. Scuppers and downspouts at strategic locations,
color matched to building façade as needed. Once collected, the water will move
through drainage piping per (EDP design) gravity fed terminating (underground)
into a stormwater catch basin at the corner of Excelsior Ave/Gibson Ct.
Materials, installation, and maintenance:
Painted color matched aluminum water diverters, scuppers, and down spouts
installed as per spec. Actual location of scuppers/downspouts to be installed at
lowest elevation of parapet roofing determined by contractor. No additional
maintenance will be required beyond yearly inspection/cleaning of roof.
Summary:
With consultation from 2 engineering firms, we believe that this path forward will
prevent any future damage to the above-mentioned areas of concern. We kindly
request that this building alteration be considered for administrative review/sign
off only. In full disclosure this work has commenced in order to protect owner
property and building envelope. Upon discovery that the building was in
architectural review district, work has terminated until proper approvals/permits
are obtained. Once approved, we have materials and contractors in queue ready
to complete this project.

SUBJECT: Prosed Rooftop Drainage System
SITE LOCATION: 30 Whistler Ct., Saratoga Springs, NY 12866
Dear Mr. Bouleris,
This letter transmits the proposed rooftop drainage plan. Currently the roof top consists of a large
area enclosed by a parapet wall on four sides. The rainwater within the interior of the parapet walls is
removed by rooftop drains. The area outside of the parapet walls at the 4-sided perimeter of the
building spills over the edge of the roof and has caused wood decay damage to the building’s façade.
It is proposed to install a raised metal lip along the west side of the building as this is where most of
the façade damage has occurred. The raised ~3” high edging will have three openings located at
observed low spots on the roof to allow water to exit the roof at these areas into metal downspouts.
The metal downspouts will discharge into underground piping and ultimately into an existing storm
sewer.
According to Cornell’s Extreme Precipitation website, the 25-year rainfall is 4.6” and the 100-year
rainfall is 6.29”. The roof area on the west side of the building outside of the parapet is ~145’ x 4’ =
580 square feet. This results in 4.6/12 * 7.48 = 2.87 gallons per cubic foot or 1,663 gallons for the roof
area. For the 100-year storm event, this equates to 2,247 gallons. Since there are three proposed
rooftop drains, this would amount to 554 gallons for the 25-year storm and 758 gallons for the 100-
year storm per drain. The downspouts are 4” x 4”, I certify that three downspouts will have sufficient
capacity to transport the water without overflowing. Please also refer to the attached drawings.
These findings and results are based on information available at the time of the inspection
and we reserve the right to change our opinion if new information becomes available. This
report is not meant to be or imply a warrantee against past, present or future conditions.
