The Saratoga Springs Preservation Foundation was founded with a mission to protect and advocate for properties deemed worthy as the city was mandated to maintain an ongoing survey to protect those other structures that would later become endangered while not within the original historic districts. The city designated the urban core as a transect zone some 30 years ago to centralize development. Mr. Sigsby’s paint store and the adjacent garage infill building are not historic structures. The honesty of a contexual contemporary structure within a historic setting is a standard that has been handed down from the Federal Guidelines, state authorities and local participating organizations. The rhythm and scale of one- and two-story buildings cannot necessarily dictate the proposed design of a larger permitted five story building, easily, if at all. Mimicry of and the cloning of 19th and early 20th century details on contemporary architecture reduces its value and diminishes the importance of our surviving historic resources. There are many creative ways to contextually design and construct new buildings, that represent their function and form (in that order). Also, there are many good examples in this city how that was accomplished. Unfortunately, the city in its recent past has denied arbitrarily the constructions of several legitimate proposals based on scale, yet they were sited adjacent to previously approved full height structures within the urban core. The vocabulary of contemporary building should not be so challenging that our new approved constructions end up looking like clones of an earlier time, much like the new structure planned for Broadway.
