Thank you Art Curio 518-728-0379 Dear Board Members, Good Evening. My name is Art Curto and I have been a resident of Saratoga County my entire life. In 2018 1 purchased the 41 approved building lots. I wanted to give you a brief history of our property. When purchasing it in 2018, we confirmed with the city, the 41 lot approved filed subdivision as taxable lots for decades. After consulting with the then Senior planner of the planning department and updating the Army Corp of Engineers wetland map, confirming with NYS DEC that had no designated wet land there ,we proceeded to propose numerous land use options. Our intent then ,as it is now, to create enough economically feasible lots that were in context with the original neighborhood, while taking an environmentally responsible approach to the construction, considering our family will be using 4 of the lots to build and live there. Over the last 6 years, we have meet with the planning department numerous times, submitting over a dozen preliminary plans for consideration. During that time, Impeded by the Department's changes in personnel positions, relocation of City hall, COVID restricted limiting meetings and submissions , and more recently delayed restaffing of the jurisdictional Army Corp Of Engineers office , we finally have arrived at a plan that can move forward to completion. There will not be an undesirable change produced in the character of the neighborhood or a detriment to nearby properties will be created by the granting of the variance. Without hashing over and going backward on non performing plan options, your consideration of the plan before you now, is a compromised planning department and applicants best use, conserving maximum land, ,reducing 41 lots to 14 smaller and 2 larger lots , while being economically feasible to do so.
