May 2024 Project No. 1588.03 Page 1 1.0: INTRODUCTION 1.1 Project Description This Engineering Report describes the existing and proposed water and sewer systems within the project limits located at 25 New Street in the City of Saratoga Springs, as seen in Figure 1-1. The project involves the redevelopment of the parcel which currently has a commercial building/parking lot into a twenty (20) lot subdivision with 18 duplexes (totaling 36 units) a maintenance garage and recreational space. The project site is located at tax parcel 178.-4-25, as shown below in Figure 1-1, which is sized at approximately 6.50 acres. See Table 1-1 for existing and proposed units. May 2024 Project No. 1588.03 Page 2 1.2 Existing City Water and Sewer The existing parcel is within the City of Saratoga Springs Water District. An individual water service connection, of an unknown size, extending from the City-owned 4” water main located on New Street currently exists. The property owner is currently working with the City to shut off the water to the existing building. The water main on New Street is located on the north side of the road, see Appendix A. There is also an 8” water main located north of the property on South Street near the project site. The 4” water main on New Street and the 8” water main on South Street both connect to the 6” water main along Route 50. There are a hydrant along the New Street frontage of the project site. The existing parcel is within City of Saratoga Springs and Saratoga County Sewer District No. 1 and an individual sewer lateral connection extending from a City-owned sewer main within the public right of way currently exists. There is currently a 36” County-owned interceptor that runs parallel to the westerly boundary of the project parcel. For available existing utility information see Appendix A. 1.3 Wetlands The NYSDEC Environmental Resources Mapper (ERM) was used to determine if freshwater wetlands were within or adjacent to the project area. The ERM indicated that State Regulated Freshwater Wetlands or buffer zones are not located within the project area. National Wetland Inventory (NWI) mapping for the project area was reviewed utilizing the online Wetlands Mapper provided by the U.S. Department of Interior, Fish and Wildlife Service. Federal jurisdictional wetlands and their 100-foot buffers are not present on or adjacent to the project site. 1.4 100- Year Flood Plain A review of the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) Panel 36091C0433E, dated August 16, 1995 show the project site is not located in a floodplain. Plumbing fixtures will be specified as low flow type fixtures per NY state requirements for water conservation. Based on the anticipated water flows, anticipated sewer flows would have an average daily flow of 11,110 GPD and an average flow of 7.72 GPM. The peak flow from the entire project site would be 30.88 GPM. 2.2 Proposed Water System Water service to the new duplex subdivision will be a new 8-inch DIP water main from the existing 4-inch water main on New Street and looping into the 8-inch water main on South Street. For the subdivision, approximately 2,200 lf of 8” watermain will be installed. 1” water services will be installed for the proposed houses within the subdivision. Each house lot will have a single service connecting to the proposed 8” watermain. All water services will be placed on individual water meters and with a backflow prevent devices. Hydrants are proposed throughout the project to provide fire protection for the proposed properties. The proposed water facilities have been designed to state and City standards, and in accordance with good engineering practice. It is proposed that all water mains and fire hydrants will be operational prior to any water usage by the project. Once constructed, tested, certified by an inspecting engineer, and determined to meet all applicable conveyance requirements, the system will be turned over to the City of Saratoga. 2.2.1 Responsibility and Ownership Water laterals will be owned and maintained by the owner of the property to which the lateral serves, while the new 8-inch within the road are to be owned and maintained by The City of Saratoga. All construction shall conform to the City of Saratoga specifications. 2.2.2 Water Pressures Hydrant Flow Test #1 was performed on May 9, 2024. The test was performed on the 4” water main on New Street just east of the project site. The test showed a static pressure of 81 psi and a residual pressure of 62 psi with a flow of 800 gpm. At the fire flow pressure of 20 psi there would be an expected flow of 25 NEW STREET RESIDENTIAL SUBDIVISION WATER AND SEWER REPORT M.J. Engineering and Land Surveying, P.C. May 2024 Project No. 1588.03 Page 4 1,533 gpm. For more information on the location and information for Hydrant Flow Test #1, see Appendix D. Hydrant Flow Test #2 was performed on May 9, 2024. The test was performed on the 8” water main on South Street, as the proposed 8” water main will loop into this main as well. The test showed a static pressure of 81 psi and a residual pressure of 62 psi. 2.3 Proposed Sewer System The subdivision will entail the development of a gravity sewer system with the new roadway. The proposed 8” PVC sewer mains will be owned and maintained by the City of Saratoga and an easement has been placed over the sewer line for the City. The individual sewer laterals from the property line into the building will be privately owned and maintained by the owner of the property. There will be three connections to existing manhole structures on the Saratoga County Sewer District #1 36” interceptor that runs parallel to the rear of the property. An easement from the City of Saratoga will be provided to access the interceptor and make the connections. The proposed sewer facilities have been designed to state and municipal standards, and in accordance with good engineering practice. 2.4 Impacts to City Water and Seer Water The hydrant test shows that the existing water mains on New Street and South Street will be able to maintain adequate pressures with a new connection at the project site. The existing system pressures will also satisfy the needed fire flow at the new connection while maintaining system pressure flow to the nearby connections. The City water system serves approximately 28,000 people through 9,680 service connections. In 2023, the total water produced was 1,533,389,000 gallons, with the City’s daily average at 4,201,000 gallons. The peak water consumed was 7,428,000 gallons. The amount of water delivered through meters was 1,145,879,261 gallons. This leaves an unaccounted-for total of 387,509,739 gallons that is from City operations, flushing mains, fighting fire, water main breaks, and unauthorized use. There is sufficient capacity within the water distribution system to serve the project site as around 25% of the water produced by the City is not invoiced to customers. The proposed project would require 11,110 gallons per day from the City’s system, which is less than .0063% of the current water being used. Therefore, this project would have a minimal impact on the City’s water system. Sewer Public sanitary sewers owned and operated by the Saratoga County Sewer District No.1 (SCSD) are located west of the project site along Railroad Run. Sanitary waste from the development will connect to the existing gravity main interceptor along Railroad Run. The New Street Subdivision flow will be conveyed to the Saratoga County Sewer District #1 interceptor at MH247 along Railroad Run in the City of Saratoga. The interceptor at this location is a 36-inch pipe installed at 0.05%. The capacity of a 36-inch pipe with Manning roughness of 0.013, installed at 0.05% and running at full capacity is 6,693 gpm and three quarters full is 6,227 gpm. The existing flow in this section of pipe from the SCSD PS in Saratoga averages 3,600 gpm based on data provided by the SCSD which is approximately 54% capacity of the pipe along with the 25.67 gpm proposed from the 182 Excelsior Avenue 25 NEW STREET RESIDENTIAL SUBDIVISION WATER AND SEWER REPORT M.J. Engineering and Land Surveying, P.C. May 2024 Project No. 1588.03 Page 5 project. The proposed flow from the development will contribute 0.46% of the capacity of the 36-inch interceptor. The interceptor has the capacity to accommodate the development. The Saratoga County Sewer District #1 has a WWTP capacity of 22 MGD. The New Street development will contribute 30.88 gpm (0.044 MGD) or 0.24% of the capacity of the WWTP and still within the capacity limit. Based on recent data provided from the Saratoga County Sewer District No. 1 the average flows into the WWTP have been approximately 18 MGD (see table below). This project is also located within the County limits, and as such, will not be required to extend the sewer district. 2.6 Financing Financing the proposed water and sewer improvements to the project site shall be born entirely by the developer of the project.
