PLEDGE OF ALLEGIANCE ANNOUNCEMENT OF RECORDING OF PROCEEDING: Steve Rowland, Chairman stated the proceedings of this meeting are being taped for the benefit of the secretary. APPLICATIONS 1. 2010.037 Poston Windows. 172 Caroline Street, Historic Review of replacement windows in an Urban Residential-3 District. Agent: Martin Petteys We are proposing to replace the six windows on the left hand side of the Paston Home. They are fairly energy inefficient which requires us to remove exterior aluminum storm windows and replacing it with what the applicant has requested. A white vinyl product on the exterior with a grill in between the glass, and re-insulating the weight pockets. As far as the exterior is concerned, there will be no structural changes. Steven Rowland, Chairman questioned is the applicant replacing only six windows? Mr. Petteys, stated we are replacing the 4 windows on the walk out bay and two windows on the side. Six over one. They want to match the grid pattern on the remaining windows on the house. Mr. Paxton is going with the white color to match the exterior color of the paint. He wants to maintain the white color on the outside. We will be removing the old aluminum storm windows, City of Saratoga Springs Design Review Commission Minutes – Wednesday, June 16, 2010 – page 2 of 8 removing exterior stops, refinish them white as well and put the new window in not touching any of the interior woodwork, but insulating the pockets. The new sill goes over the top of the old. Steven Rowland, Chairman questioned Mr. Pettey's if he was aware if Mr. Paxton had retained the old windows he had replaced prior to this application on the second story of his home? Mr. Petteys stated he has no idea. Richard Martin questioned if the upstairs replacement windows are vinyl? Mr. Petteys stated he was only allowed into the living room. Steven Rowland, Chairman, stated I don't know if the Board is aware that this is considered a contributing member in the Historic District. Typically in a historic district when we have allowed replacement windows of the custom variety wood and are meant to replicate exactly what was being taken out. That typically has been the course we have taken. We have also worked with the applicants and have asked them to retain the original windows if anybody ever wished to restore the original windows back to their original condition, they could still do that. That is why I asked if you had any information as to what happened to the original windows from the upstairs replacement. Mr. Petteys stated we would be willing to do that if that is something that your would require us to do we can save all the weights, all the supports, and all the pulleys. We would be more than happy to do that. Steven Rowland, Chairman, stated I am not sure where this leaves us necessarily without the applicant here. We can certainly table this decision if you can make the next hearing that we have and we can talk about it in more detail. Richard Martin, stated, you represent Pella, Mr. Petteys, what type of replacement windows to you have? Mr. Petteys stated it is a vinyl replacement window made by Pella. We also do have the replacement windows which would be appropriate for this type of replacement and I did suggest that to Mr. Paxton but you are talking about double the price approximately. So this is a $3,000 job for him, and for us as well, the other windows would be $6,000 to $7,000. Really what you would want to do there is a simulated divided light, where the grills are applied to the glass. He does have a wooden interior, so he could do it, so it would match perfectly, but that is something he decided not to do. This was the right priced one for him. Steven Rowland, Chairman, questioned the Board regarding tabling this item until Mr. Paxton could appear before the Board. City of Saratoga Springs Design Review Commission Minutes – Wednesday, June 16, 2010 – page 3 of 8 Richard Martin questioned how much better is the energy savings on the good Pella windows compared to this replacement? Mr. Petteys stated you know the glass is everything. So, right now with all the new energy star standards the glass is about the same. It is really all about aesthetics. Exterior as well as interior. Richard Martin stated so, there is no greater loss through that extruded vinyl frame jam, then there is in that Pella wood. Mr. Petteys stated as far as you are talking about the thermal capacity. Wood is a natural energy hitter and I don't have the study with me but the vinyl does keep the retention very well. These have a lifetime warranty. Mr. Paxton will triple his energy efficiency no matter what we do. Steven Rowland, Chairman stated it is clearly outside of our guidelines to approve something like this is a historic district. We do scrutinize more closely those building which are contributing structures. This is a bit of a struggle for us. Unfortunately Mr. Paxton is not here tonight to hear this. I would like to table this to a future meeting and have him hear what we have to say. I do not think he can put the burden on you Mr. Petteys. If we table this tonight he will not have to submit a new application and pay a new fee, this way he can hear what we have to say. John Ballo made a recommendation to table this application for this evening. Giving the applicant time to modify the application. Steven Rowland, Chairman stated to Mr. Petteys that staff, Bradley Birge, Administrator, Planning and Economic Development can certainly pass the information on to Mr. Paxton and inform him where the Board is at concerning his application. 2. 2010.040 Colon Deck. 193 Circular Street, Historic Review of porch in an Urban Residential-3 District. Applicants: Belinda Colon, and Benjamin Bleekman On the left side of the house in the back, there was a new extension added in the 7<Ys and there is a small step there. They are worn down, they need to be replaced. We have this space, we want to upgrade it make it look nice and we want the deck itself to be able to be used. We also want to be sure that it matches the rest of the house with colors. The only difference between what we are doing and the photo we provided is ours will have flat caps, on the top of the posts. Steven Rowland, Chairman questioned if the photo and plans are fairly accurate in terms of the scale of what you are doing. Mr. Bleekman stated no, the scale is not quite accurate. Agent: Ralph Grasso. Steve Rowland, Chairman stated the Board attempted to hear this application back in June 2010. I understand and realize because I walk by your property frequently, that this is essentially done. There has been new stair replacement, new handrails, and new fencing. All of this was completed without a building permit.
