The Chairperson of the Design Review Commission finds that, in accordance with Section 13.9.G.2.i., Procedure of the Design Review Board, the requested action is not substantive in nature and is not contrary to the intent of the original Board decision. Therefore, the request for administrative action, as described above, is approved. July 30, 2024 Date Chair cc: Building Department File (Applicant) (Agent) July 29, 2024 Ms. Beige Berryman, AICP Administrator of OPED Planning & Zoning Office 474 Broadway, Suite 32 Saratoga Springs, NY 12866 RE: Administrative Action for Courtyard Area Building Modification at the Rip Van Dam/Adelphi Hotel Expansion/19 Washington Street PB # 20210243; DRB # 20210501 Dear Ms. Berryman: This letter is to request that the Chair of the DRB consider by way of administrative action the modifications to the Approved Application. There are three changes that have been installed and constructed. None of these changes are visible to the public and each change reflects items that serve the project’s operations, access and function in a better way. We have attached the three changes separately and have tried to show each current modification versus what may have originally been presented. Modification A: • The solid masonry wall that encloses the parking garage. No insulated two-glass retractable door panels. • The installed glass door panels allow for better delivery and access to the courtyard from within the building. • This modification also breaks up the masonry façade and helps to enliven the space. Modification B: • An exterior stairway has been added to grant hotel guests better access and egress to a rooftop patio entertainment space without having to go through the building and residential areas. Modification C: • The preexisting Atrium remains. • The Atrium space was expanded almost two years ago and was constructed to allow for events to continue during the expansion of the building phase. There was a long backlog of the availability of materials due to COVID shortages and during that time it became clear the space had some structural and energy efficiency issues that required modification to the initial design intent. • The current configuration resulted in better functioning and a more flexible event venue. • With the conversion of the adjoining residences to condominiums, the new space now provides for more privacy and the ability to operate smaller interior spaces, along with better sound control. • There are skylights now versus open glass, which adds to the energy efficiency and sound load concerns raised during construction. As previously mentioned, none of the changes are visible to the street and greatly assist the functional use of the courtyard space where the seasonal tent is set up. We appreciate your consideration of this administrative request. As built documentation will likely be requested by the Building Department, however, DRB acceptance is also likely to be requested prior to the Building Department review.
