I. Project Description
The Ludlow Street Subdivision project consists of the proposed subdivision of an existing lot
located at 86 Ludlow Street into two individual residential lots. There are two existing residences
on the lot, and no interior changes are proposed as part of this project. Once subdivided, Lot 1 is
planned to have a six-bedroom residence (86 Ludlow) and driveway and Lot 2 is planned to have
a one-bedroom residence (86-A Ludlow) and driveway.
II. Existing Water and Sanitary Sewer Utilities
Municipal water service is available from the City of Saratoga Springs. There is an existing ¾”
copper water line services both buildings. A 6-inch diameter municipal water main is located within
Ludlow Street.
Municipal sanitary sewer service is also available from the City of Saratoga Springs. There is an
existing 5” iron sewer line that services both buildings. An 8-inch diameter municipal sanitary sewer
main runs along the east side of Ludlow Street.4 This sanitary line eventually connects to the
Saratoga County Sewer District No. 1 (SCSD), where it ultimately is directed for conveyance and
treatment at the SCSD wastewater treatment plant in Mechanicville.
III. Projected Water and Wastewater Flows
The table below provides information on the anticipated wastewater flow rates for the project:

Average daily flow for wastewater is estimated to be 1.1 gallons per minute (gpm) based on a
12-hour day. Estimated peak hourly flow is 4.6 gpm (4.2 x average).2
Average daily demand for water is estimated to be approximately equal to the wastewater flow
or 1.1 gpm. Instantaneous peak demand is estimated at 3.0 gpm 3 for each residence giving a total
instantaneous demand of 6 gpm.
IV. Proposed Water and Wastewater Utilities

The proposed subdivision configuration will require a new water connection on Ludlow Street so
that each lot has its own service. To service the project, a ¾” copper water service is proposed to
connect from 86 Ludlow Street to the municipal water service in the street . 86 Ludlow, existing
shared connection to 86-A Ludlow Street’s lateral will be removed.
Connections and appurtenances, including corporation stops, trenching, bedding, service
connections, as well as testing and disinfection will all be specified in accordance with City of
Saratoga Springs and NYSDOH standards.
Proposed Wastewater Utilities
The proposed subdivision configuration will also require a new sanitary service, so that each lot
has its own service. A 6” SDR-26 PVC sewer lateral connection from the frontage of 86 Ludlow
Street to the municipal sewer service in the street is proposed. Internal plumbing will be
reconfigured to allow the sanitary lateral to exit the west side of the building. The lateral will be
installed at a minimum 2.0% slope per City of Saratoga Springs requirements to ensure adequate
pipe cleansing. 86 Ludlow, existing shared connection will be cut and capped.
