Theproposeddevelopmentwillcombinebothparcelsintooneandincluderenovationstoboth structures,parkingareasandutilities.Theproposedrenovationswillrequireimprovementsto theexistingwaterservicestoprovidesufficientcapacityfortheproposeddevelopment.Site improvementswithintheprojectincludeparkingareas,buildingrenovations,parking reconfigurations,generalsitelandscapingandutilities.    SectionII:Objective ThepurposeofthisreportistodocumenttheProfessionalEngineeringServices(withrespecttothe waterservicesatbothbuildings)providedbyRZEngineering,PLLCinaccordancewiththeproject program,generalgoodpracticeengineering,applicablestateandlocalcodesandconversationswiththe NYSDOHandlocalwatermunicipality.   SectionIII:ExistingSiteConditions Theexistingsiteliesat453Ͳ457BroadwayintheCityofSaratogaSprings,NewYork.Thesitehas pedestrianandpublicaccessfromBroadwayandvehicularaccessfromLongAlleybehindthe structures.TheexistingstructuresconsistcurrentlyofCompton’sRestaurantwithtwofloorsof residentialspaceaboveandanotherretailbuilding(CooperstownDistrictBeverageExchange)adjacent toitwhichonlyconsistsofasinglefloorwitharestaurantlocatedinthecurrentspace.Eachbuilding hasindividualwaterservicefromBroadway.Itisourunderstandingatthetimeofthisreportthatthe twobuildingsarefittedwiththreewaterservices.Two1”waterservicesserveonebuilding (presumablytheCompton’sRestaurantBuilding)andoneadditional1”waterserviceservestheother building(presumablytheCooperstownDistrictBeverageExchange)withexistingpotablewater.We understandneitherbuildingcurrentlypossessessprinklers.Itisourcurrentunderstandingthatboth buildingsareservedbysanitarylateralstoamainonBroadway.Existingbuildingdimensionsand photographsareprovidedintheDesignReviewCommitteePackagepreparedbyDalPosArchitects presentedinAppendixB.ThelocationsoftheexistingwaterservicescanbeseenondrawingCͲ2ofthe siteplandrawingspresentedinAppendixD.Aspartofthisprojectthethreeexistingserviceswillbe removedandcappedatthemain.Additionalinformationontheexistingbuildingisprovidedin AppendixF.   SectionIV:ProposedSiteWaterSystem Theproposalfordevelopmentconsistsofcombiningthetwoparcelsintooneandallowingboth buildingstobelocatedonthesameparcel.TheCooperstownDistrictBeverageExchangebuildingis tobeexpandedupwardfromonestoryintofourstorieswithresidentialunitsabovethefirstfloor    commercial/restaurantspace.Thesecondandthirdlevelwilleachhave5newapartmentsjoining the2existingoneachfloorforatotalof7oneachlevel.Thefourthlevelwillhave5newapartments. Thegroundlevelwillnowhaveadditionalparkinginthebackofthebuildingandwillhavean elevatorthatgoesuptothefourthfloor.Aswellasstairwells,andhallwaycirculationspace.Site improvementswillinclude8parkingspaces,acourtyardandanewparkinglot.Architectural DrawingspreparedbyDalPosArchitectsarepresentedinAppendixCshowingthelayoutofeach floor.  Fordomesticflows,theNYSDECrecommendedwaterusageforaresidentialandrestaurantusage, basedonthe2014NYSIntermediateSizedWastewaterSystem,wasusedinestimatingtheexpected waterusagefortheproposedbuilding.NYSDECrecommendsawaterusageestimateof110 GPD/room(whenusingwatersavingfixtures).Weunderstandtheretobe19apartments,15new and4existing.Totalbedroomsforthe19unitsincludes22bedrooms,thiswouldgenerateatotal dailywaterusageatmaximumcapacityofthetwobuildingstobe2,024GPD.TheCooperstown distilleryincludes45seatswhereabouthalfoftheleasablespaceisusedforthebar/loungespace. Theremainingareaconsistsofanoffice,smallkitchen,refrigerator,bathrooms,storageandstair areas.Weestimatedailywaterusageof900GPDforthisspace.Nofloorplaninformationexistson theCompton’sRestaurantatthistime,soourofficehasmadeanassumptionthatthe1400sf leasableareaissimilarlysizedtotheCooperstownDistillery.Compton’sisadinertyperestaurant basedonavailableinformation.Notableexceptionsweremadeforthisrestaurantsinceweviewed internetandprivatephotosshowingabout15boothsseating4patronseach,totaling60seats.We estimate2100GPDdailywaterusageforthisspace.Therefore,wecanestimatethetotalwater usageforbothbuildingswouldapproach5,420GPDapproximately.Weanticipatethistobean accuratemeasurementofwaterusagefortheproposedsiteatthistimegiventheNYSDEC’s recommendationsperthecalculationsprovidedinAppendixE.  DomesticDesignFlows  Waterflowinformationattheclosesthydrantwasnotavailableatthetimeofthisreportandwillbe providedatalaterdate.
