The project site is located at the northwest corner of the intersection at Union Street and Finley Street. The project will add space to the existing building for re-configured offices, meetings rooms, and expanded delivery of community-based housing, mental health, and addiction recovery support services. The expansion and renovation of the current 11,555 square-foot office and services building, originally constructed in the late 1990s, will provide additional space for administrative offices and allow delivery of the “HOMEBASE” program which involves a variety of computer, life skills, and other treatment and workforce training services for vulnerable populations served by RISE. The new building addition will occur entirely over the first floor of the existing building footprint, creating a larger second story with no additional site construction or land use alterations at the Project Site. 2.0EXISTING WATER AND SANITARY SEWER UTILITIES The existing building is served by a 6-inch diameter sanitary sewer lateral, which connects to an 8-inch sanitary sewer main on Union Street. The sanitary lateral exits the building on the northeast side of the building. The 8-inch sanitary sewer line in Union Street is owned by the City of Saratoga Springs. The existing building is fed by a 1-1/4-inch copper service line, which is connected to the 6-inch water main on Union Street. The 6-inch watermain is owned by the City of Saratoga Springs. Record drawings, including a site plan with associated water and sanitary sewer details are attached in Appendix A. A hydrant flow test was conducted on May 21, 2024, by C.T. Male Associates, with the assistance of City of Saratoga Springs personnel. Flow measurements were taken from the hydrant at the intersection of Union Street and Finley Street. Static and residual pressures were measured at the hydrant in front of the building, on Union Street. The results of the hydrant flow test are summarized in Table 1 on the next page. Record plans included in Appendix A also identify the hydrant test locations. 8110 11160 2 Table 1: Hydrant Flow Test Results The 6-inch watermain on Union Street which serves the project is a dead-end main which ends south of the flow hydrant. 3.0PROJECTED WATER AND WASTEWATER FLOWS The occupancy of the first floor and second floor is 76 and 54 persons, respectively, with a total occupancy of 130 persons. Per the NYSDEC Design Standards for Intermediate Sized Systems, 15 GPD per occupancy was used to calculate the design average daily flows for the building. A summary of the design average daily wastewater flows are provided in Table 2 below: Table 2: Design Wastewater Flows The average daily flow is estimated to be 4.1 gallons per minute (GPM) based on an anticipated 8-hour daily use of the building. A peak hourly flow, based on 4 times the average daily flow, is estimated to be 16.4 GPM. Design average water usage for the proposed development is equal to the design wastewater flow, or 4.1 GPM. Based on water usage of the existing building, the usage is less than the estimated value based on NYSDEC design standards indicated above. Billing data from May 2023 to March 2024 is summarized in Table 3 on the following page. The average design flows for the project (1,140 GPD) are conservative and will continue to be the basis of the study.
