NOTICE OF DECISION
In the matter of the application - #17.062/20190467
Richard Askew/Station Lane Apartments
Station Lane
Saratoga Springs, NY 12866
Involving the premises with tax parcel #165.-2-76.I, in the City of Saratoga Springs, on an application for site plan
for a 29-unit residential development in the Transect—5 Neighborhood Center District.
In accordance with 6 NYCRR Part 617, the Planning Board classified this request as an Unlisted Action.
Issued a Negative SEQRA Declaration on November 1, 2018
And, in accordance with objectives, standards and guidelines contained in the City Zoning Ordinance, chapter
240, article 7.2 "Site Plan Review",the Planning Board issues the following decision on July 1 1, 2019 (passed 7-0
in favor: Torpey, Totino, Bristol, Casey, Fabozzi,Jenks, Ryan):
Approve site plan set dated May 7, 2019 with the following conditions:
I. The Applicant shall design, install and maintain an ADA compliant crosswalk, consistent with all city
standards, from the property to the parking area across the street that will be constructed at a later
date.
2. Design, installation and maintenance of a 5 foot wide concrete sidewalk, associated 6" curbing and all
required stormwater catch basins, consistent with city standards,that provides full pedestrian
connectivity across the entire frontage of the property.
3. Installation of at least three bike racks along frontage and within civic space.
4. Final approval from Arts Commission and Chair(in consultation with City staff) for a permanent public
art installation and maintenance within designated civic space.
5. Property owner to keep sidewalks clear of snow along the entire frontage of the property in
accordance with City Code Section 203-26.
6. Depiction of 500-year floodplain on the final plans.
7. Conformance with Urban Forest and Community Master Plan and satisfaction of City Arborist for tree
species selection and planting specifications within the ROW.
8. Final plans shall be provided to the satisfaction of the City's designated engineer and DPW.
The applicant is required to:
I. Deliver a letter of credit or cash escrow in the amount approved by the City Engineer to the City per Article
7.2.15 of the City of Saratoga Springs Zoning Ordinance. This must occur prior to final signature by the
Planning Board Chair.

2. Provide Recreation fees of$2,000 for each new residential unit in accordance with 7.2.18 of the City's
Zoning Ordinance. This must occur prior to final signature by the Planning Board Chair.
3. Submit one (I) mylar and two (2) paper copies of the final approved site plans for signature by the Planning
Board Chair within eighteen (18) months of approval as per Article 7.2.12 of the Zoning Ordinance.
Note: this approval shall expire within eighteen (18) months of the signature of final plans if the applicant has not
started actual construction as per Article 7.2.14 of the Zoning Ordinance.
