General and FEAF
1. Existing utilities are close by and able to be connected to. Confirm conditions at existing
manhole, bench and steps to verify not in conflict with new incoming pipe from project
2. Add NYSDEC stormwater permit to question 2 of SEAF.
3. Fill in answers for D.1ivforsurface area of temporary impoundment;
4. Provide answer for question D.2.f.i to account for fuel combustion during construction;

7. Some unit costs in the cost estimate seem quite low. Examples are site clearing for
$5,000 total, temporary construction entrance, topsoil and seeding and concrete
sidewalk at $5 per square foot. Please clarify or revise.
8. In complete Streets checklist confirm if CDTA has been contacted for input to public
transportation and facilities offered;
9. Confirm trucks can maneuver on proposed paved road;
Water and Sanitary Sewer
I. We request confirmation that the new fire sprinkler systems can get the required fire
flow from the system per NFPA standards. Discuss internal plumbing connections to
existing building briefly and show fire flow computations in Engineer's Report. Have
hydrant flow tests taken place?
2. Where will a RPZ backflow preventer be located for this prject, inside each building?
Factor in RPZ and all head losses for fire prevention calculations.

Stormwater
Storm water Po//ution Prevention Plan (SWPPP)
I. Sign-off on MS4 Acknowledgement form has not been signed yet. Please clarify.
2. Has sign-off letter from NYSSFIPO been received yet?This should be included in final
SWPPP when received;
3. Include soil test pit data and infiltration test information including location map and
discussion of assumed factor of safety for infiltration rate. What depth were infiltration
tests done? Additional infiltration tests and test pits closer to the alley are required to
confirm available infiltration rates and confirm groundwater conditions at these lowest
site elevations. See plan sheet 3 comments.
4. Time of concentration values for SC 25, 85 and 95 seem very high at 230 minutes. Please
revise and clarify.
Plans
1. The plan set should include a site layout plan that provides locations and dimensions of
planning data of front, side and rear setbacks, pavement centerline radius, curb radius,
sidewalk locations and related data in our opinion. Where are park benches, pedestrian
level lighting, all signage, bike racks and bus shelter discussed in complete streets
document proposed? Did not see any on the plans,
Sheet 3 of 11-Existings Conditions and Removals
1. Add site area in acres under square foot value since all other documents indicate acres
for consistency.
2. Indicate depth and location of infiltration tests performed. We recommend additional
infiltration tests closer to the rear property line by the alley at both ends be required
since infiltration trenches and basin are proposed in that area to ensure soil
perviousness that those practices depend on.
Sheet4 of 11 Grading and Drainage
1. Label all stormwater practices proposed including limits of porous pavement, infiltration
trenches
2. Show more spot elevations on sidewalk especially near sidewalk adjacent to drainage
swales.
3. We recommend 1 or 2 of the four drywells adjacent to the Dorr property east of the site
be relocated to one or two of the yard drain locations or near them to avoid

concentrating groundwater recharge near the slope and neighbors property. Infiltrate
closer to the source.
4. Add light rip-rap apron at pipe discharge ends receiving infiltration trench's at small
overflow basin.
S. We recommend a drywell at the low point of the proposed road north of units 13/14 to
ensure rapid dewatering during adverse conditions including cold weather/ice.
Sheet S «f22Utility Pion
1. Label existing water main size in Ballston Avenue.
2. We recommend looping the water main to one on Finley Avenue since it stops just short
of it. We would recommend discussing with city water department to seek their opinion
for looping main and location/size of Finley Street water main.
3. Typical utility service detail indicates a 1-inch service. Is this of sufficient capacity for
proposed sprinkler systems? Have required fire flow calculations been performed with
local system data input to determine size of water lateral that considers the attached
nature of the building development, classification and other pertinent factors?
Sheet 6nf12Planting Plan
1. Will central infiltration basin be planted with more than grass? Recommend some bank
plantings to add interest near sidewalk.
Sheet 7 of 11 Eros/on and Sediment Control P/an
I. Show construction entrance as 24' wide since single point of access seems to be
proposed.
2. Include requirement for temporarily seeding soil stockpiles to limit potential for wind
erosion in developed neighborhood.
3. Show all practices outlind in 0O1 including temporary sediment traps.
4. Extend silt fence along all of north east boundary with Dorr property.
S. Supplement sequence of construction activity notes to include when porous pavement
is allowed to be constructed knowing that stabilization of earthen surfaces with
vegetation has concluded. Also add precautionary language for avoidance of equipment
loads and other forms of compaction for pavement subgrade.

I. Include the word washed in front of clean describing stone for infiltration trench and
drywell details.
2. Confirm if filter fabric is intended for top and sides of drywells and not bottom of
practice which may bind up over time.
