I am writing as an applicant for the 17 Park Place subdivision, and I would like to express some concerns regarding the condition #3 β€œThe final plat shall include landscape plan (replacement or mitigation) for removal of any of the significant trees on- site ( 36" Oak, 24" Oak, 24" Oak).” While we understand the importance of incorporating landscaping plans to enhance the overall aesthetic appeal and environmental sustainability of the project, we believe that certain considerations should be taken into account before finalizing such plans. Specifically, we have reservations about the requirement to submit landscaping plans before the completion of the final architectural plans for the houses within the subdivision. Our primary concern stems from the fact that without the final architectural plans, it becomes challenging to make informed decisions regarding the preservation of significant trees on the site and the potential need for replacement or mitigation of said trees. There is a potential opportunity to save one, if not more, of these valuable trees, which could significantly contribute to the overall environmental and aesthetic quality of the development. Requiring a landscaping plan without approved house plans, in our humble opinion, seems premature. As an applicant, we would be bound to the landscaping plan without having a clear understanding of the layout and overall design of the houses and the site. This lack of coordination between landscaping and architectural plans may result in suboptimal outcomes and may not align with the city's vision for sustainable and aesthetically pleasing developments. In light of these concerns, we propose 1 for 1 replacement plan should any of the three significant trees be removed. Meaning, that if we were to remove a 24” diameter tree, we would plant 24” worth of new plantings on the site. We request that this be treated as a procedural item, subject to review by the City Planning Department. This approach would ensure that all city requirements are met while allowing for greater flexibility in adapting the landscaping plan to the finalized architectural designs. Additionally, we are prepared to allocate funds designated for landscaping mitigation to be included in the letter of credit held by the city. This would provide an extra layer of assurance that the landscaping plan will be implemented as approved. We appreciate your time and consideration of these concerns. Our goal is to collaborate with the City of Saratoga Springs to create a development that aligns with the city's standards and enhances the overall quality of life for its residents.
