This summary is in response to the various comments received in the March 5, 2024 email from the City of Saratoga Springs Dept. of Public Works, and a March 5, 2024 correspondence from Barton and Loguidice noted below with our responses in italics. Please find the following items in support of our application: A. One (1) copy of Exterior Signage Plan - Tree House Brewing prepared by Bergmeyer dated March 22, 2024 consisting of one (1) sheet (11” x 17”). B. One (1) copy of Geotechnical Report prepared by Whitestone dated January 9, 2024 consisting of fifty-four (54) pages C. One (1) copy of Engineers Report prepared by Bohler with last revision date of March 21, 2024 consisting of nine (9) pages D. One (1) copy of Stormwater Pollution Prevention Plan prepared by Bohler with last revision date of March 22, 2024 consisting of 227 pages E. One (1) copy of Site Development Plans (full size) prepared by Bohler with last revision date of March 20, 2024 consisting of twenty (22) sheets Response to comments from March 5, 2024 email from Dept. of Public Works: • C-501: Call out type of water/sewer pipe (DIP, SDR 35/26, DR-11, etc.) - Type and size of piping has been added to the plan set. • C-501: Remove curb stop and curb stop callout on water main. Tapping sleeve and valve connection onto existing main will suffice for shutoff. - Curb stop has been removed from proposed water line. • C-501: Add note calling out minimum distance of 5' between gas service and water service. Confirm with Saratoga County Sewer they can handle the proposed flows from the sewer main. Obtain a Will Serve Letter. City of Saratoga Springs 474 Broadway March 22, 2024 Saratoga Springs, NY 12866 Page 2 of 7 www.BohlerEngineering.com - Clearance distance of 5’ between the gas service and water service has noted on Utility Plan. • C-401: Pooling possible within proposed road near entrance in and easterly basin. proposed grades show a lowpoint of 305.75' surrounded by proposed grades of 306'. - Easterly basin has been relocated with revised grades. • C-401: Elevations in parking lot shed water directly overtop the porous pavement. This would include any caught sediment or debris that could interfere with the proper functionality of the porous pavement. Consider increasing cleaning of the porous pavement to allow for proper drainage. - Comment noted. • Finished floor elevation not shown on any structures. - Finish floor elevations have been added to sheet C-401. • C-602: Remove and Replace tree protection detail with City Standard detail. All city standard details can be found on the City website. - The referenced City details appear to more applicable to work completed in the public ROW. Our details are preferred for onsite construction. • C-901: Remove and Replace precast concrete stormwater manhole with City Standard Detail. - The referenced City details appear to more applicable to work completed in the public ROW. Our details are preferred for onsite construction. • C-902: Remove and Replace precast concrete sewer manhole with City Standard Detail. - The referenced City details appear to more applicable to work completed in the public ROW. Our details are preferred for onsite construction. • C-902: Remove and Replace typical pavement section detail with City Standard Detail. - The referenced City details appear to more applicable to work completed in the public ROW. Our details are preferred for onsite construction. • Confirm per your previous comments page and per the DE comments, can you phase soil disturbance? We don't believe you can unless all parts of one phase are completed before phase 2 begins? Please clarify. - Site construction phasing to keep disturbance under 5 acres has been added to sheet C-601. City of Saratoga Springs 474 Broadway March 22, 2024 Saratoga Springs, NY 12866 Page 3 of 7 www.BohlerEngineering.com Response to comments from March 5, 2024 letter from Barton & Loguidice, D.P.C.: General 1. Submit current correspondence with SCSD and review comments/responses with next. - Correspondence with SCSD shall be forwarded. 2. Include symbol for each EV station proposed and show on plans. - Location of EV stations have been added to the site plan. 3. Provide a detail for proposed monument sign. Will this be lighted in any way? - Monument sign detail with lighting is included within this submission. 4. Include correspondence from Army Corps regarding wetland. How old is delineation (2023?) and was it approved by ACOE? Wetland report indicates a date of 2003 (first sentence) in the Ecological Solutions report which is likely a typo. Response letter indicates 2023 delineation. Did ACOE deem this an isolated wetland? Please clarify. Wetland delineation was completed in September 2023. The report was not submitted to Corps of Engineers as no disturbance to the wetland areas are proposed. 5. Include Geo-technical in next submission performed by Whitestone in January 2024. This data is critical to the stormwater management for the site. - Site Geo-technical report is included in this submission. 6. Label phase limits with respective acreage and include detailed construction sequencing narrative/schedule on the plans and in the SWPPP. The SWPPP refers to the plans but no labeling is noted. Response letter indicated this is being developed in concert with a contractor. - Site construction phasing to keep disturbance under 5 acres has been added to sheet C-601. 7. Patio area that was gravel was revised to stamped concrete. Confirm this impervious area is accounted for in hydrologic computations and if sloped sufficiently to drain well (1.0%). Consider porous pavers and/or localized drywells to infiltrate ru noff. - The impervious area of the stamped concrete has been accounted for in the hydrological calculations, proposed slope is greater than 1.0%. 8. Are revisions due to comments from NYSDOT incorporated into the project d ocuments reviewed? Same question for Saratoga Planning Board. - The site plan set has been revised per NYSDOT comments. Response letter indicated this is being prepared and will be included in next submission. - Cost Estimate is being finalized and will be submitted shortly. Preliminary Engineers Report 1. The water/wastewater computations are 20 GPD per seat and 404 seats. Does that include all interior and exterior seating? Are there special events to provide sanitary sewer needs for standing patrons such as concerts? Since all sewage will be pumped is the peak condition reflected with just the seating and minor flows from brewing? - The water and wastewater calculation using 20 gpd per seat includes interior and exterior patio seating. Peak flow is calculated using flows based on seat count and minor flows from brewing. 2. Why is the requested flow capacity requested of SCSD of 15,167 GPD so much higher than the 8,080 GPD from THBC? Are there plans for expansion? - Original seat count submitted to SCSD was higher with a calculated flow rate of 15,167 gpd. 3. Include calculations for grease trap and confirm ground food materials (grinders or in sink aerators are not directed to the grease trap and flow by gravity. - Calculations for grease trap have been added to Engineers Report. Grinders or in sink aerator are not directed to the grease trap and flow by gravity. Plans C-301 – Site Layout Plan 1. Additional signage for one way and exit west of wetland is provided but supplemen t with a do not enter sign northeast of the employee parking east of the exterior dumpster. - Additional signage for one way and exit west of the wetland has been added to the Site Plan. 2. Location and quantity of the proposed EV charging stations (10 total?) needs to be addressed. The note is confusing and does not include a symbol for each location. - The location of (5) dual-port EV charging stations has been added to the Site Plan. C-401 – Grading and Drainage Plan 1. Re-direct overflow weir channel from westerly infiltration basin as it is currently directed at entrance driveway and could go directly west towards Route 9 drainage ditch. - Easterly basin has been relocated with revised grades. Label all stormwater pipe sizes and slopes including discharge pipe from easterly basin. - Stormwater pipe sizes and slopes have been added to sheet C-401. 3. Label bottom width of dry swale and surface slope. - The bottom width and surface slope has been added to sheet C-401. 4. Label finished floor elevations of building and pavilions. - Finish floor elevations of building and pavilions have been added to sheet C-401. 5. Show test pit locations and identifying numbers. - Test pit locations and identification numbers have been added to sheet C-401. 6. Will porous pavement have an underdrain to the easterly basin? Provide a detail of the porous pavement proposed. Will stored stormwater reach the surface? - Porous pavement will not have an underdrain, detail is located on sheet C-902. Stored stormwater is intended to infiltrate into existing soils. 7. Label elevations and widths of stone armored overflow weirs of stormwater management practices. - Elevations and widths of stone armored overflow weirs have been labeled. C-501 – Utility Plan 1. What is grease trap size? Size per NYSDEC standards and provide detail. Indicate how internal food prep areas capture food waste before getting into grease trap. - Specifications for the grease trap have been added to sheet C-903. Internal food prep areas capture food waste before getting into the grease trap by utilizing sink drain screens and the reduced of food waste during preparation of pizzas. 2. Label rim and inverts of manholes and pump station downstream of grease trap. - Rim elevations and pipe inverts have been added to sheet C-501. C-601 – Soil Erosion & Sediment Control Plan 1. Total soil disturbance is over 5 acres. Response letter indicated the project will be co nstructed in two phases. Please show limit of disturbance and areas disturbed for each phase. Label contours and what we believe is a sediment trap north of the east stormwater basin. Provide a construction sequencing plan and narrative. Appendix G -Construction Drawings & Phasing Plans were not included in the submission. - Site construction phasing to keep disturbance under 5 acres has been added to sheet C-601. Label all practices including check dams, inlet protection devices and others. We recommend construction sequencing notes on the plans that include de-compaction of soils and appropriate timing to ensure porous pavement areas are protected from silt intrusion and sediment removals from infiltration basins after vegetation is substantially cov ering the site and removal of sediment trap and any other temporary practices. - Site construction phasing has been added to sheet C-601. C-902 – Detail Sheet 1. Driveway construction detail references gravel borrow. Use a NYSDOT gravel similar to other pavement details. - Driveway construction detail has been revised as requested. C-903 – Detail Sheet 1. Railing post grout pocket needs a vertical dimension and material between any aluminum components to avoid corrosive action from contact with concrete. - Railing post grout pocket has been revised as requested. Stormwater Management 1. FEAF indicates project is in a principal aquifer. Confirm if it is a sole source aquifer and show limits of aquifer in SWPPP. - Site is not located in a Sole Source Aquifer. Sole Source Aquifer map and Principal Aquifer maps have been added to the SWPPP. 2. It is unclear if the proposed conditions model includes the existing impervious area for the former parking area. Please confirm as demolition plan does not reflect its removal. - The existing asphalt is noted to be removed (TBR) on sheet C-201. 3. Confirm any of Route 9 runoff is intercepted by the drainage channel along route 9 and does not flow into the site. - The existing swale along Route 9 is to remain intercepting runoff from Route 9. 4. Existing condition model utilizes a higher curve number that reflects a “fair condition” (50-75% cover) that we feel should be good condition (>75%) with a lower curve number and low er relative storm discharges. Please revise modeling. - The curve number for existing conditions has been revised as requested. Modeling for IB-1 infiltration basin uses 7.50 cfs at all elevations and not infiltration rate of 7.5 in/hr like other infiltration practices modeling. - The modeling for IB-1 infiltration basin has been revised as requested. 6. We need the geotechnical soil report to see groundwater conditions and permeability tests to know if 7.5 in/hr. reflects the site with a safety factor of at least 2.0. - The site geotechnical soil report is included in this submission. 7. Please provide inspection ports for porous pavement so stormwater levels can be observed. - Inspection ports are noted per the porous pavement detail on sheet C-902.
