NOTICE OF DECISION
In the matter of the application
#20230245
EC Woodlawn Van Dam Property, LLC

Involving the premises with tax parcel no. I 65.5 I-2-I 4 & I 65.43-3-24 in the City of Saratoga Springs, on
an application for site plan review of a private/social club and associated site worlc in the Urban
Residential — 3 (U R-3) District.
In accordance with 6 NYCRR Part 6 I 7, the Planning Board classified the action as a Type II SEQRA
Action:
• (I 8) reuse of a residential or commercial structure, or of a structure containing mixed residential
and commercial uses, where the residential or commercial use is a permitted use under the
applicable zoning law or ordinance, including permitted by special use permit;
And, in accordance with Site Plan Review approval standards in the Unified Development Ordinance,
Article I 3.5, the Planning Board issued the following decision on March 14, 2024 passed 7-0 in favor:
Marshall, Pingel, Mayo, McTygue, Morrison, King, Ferrante:
C�1 Approve site plan with revision date 7/3/23, parlcin� lot fence detail dated 6/I 4/23, trash and recycl�
enclosure detail dated 6/I 4/23, and parlcin� lot li�htin� plan dated 6/I 4/23 (all as presented at the March
14, 2024 meetin�) with the followin� revisions and conditions:
I. The plantings (Arborvitae hedgerow) along the north side property line shall be planted
at 8 ft. high.
2. Parlcing lot lighting shall be on a timer and shall be turned off no later than one hour
after closing time of the club.
3. The driveway from Bolster Lane shall be reduced in width to I 8 ft. wide.
4. The plan shall include a detail of the planting mixture (absorbent soil and mulch) to be
used in the planting areas to retain moisture to assist with managing stormwater runoff
from the parlcing lot.
5. Final plans shall be provided to the satisfaction of the City's DPW.

The applicant is required to:
I. Provide documentation of conformance with all required conditions of approval.
2. Deliver a letter of credit or cash escrow in the amount approved by the City Engineer to
the City. This must occur prior to final signature by the Planning Board Chair.
3. Submit two (2) paper copies and one (I) electronic copy of the final approved site plan
set for signature by the Planning Board Chair within ei�hteen (I 8) months of approval as
per Article I 3.5 of the Unified Development Ordinance.
Note: this approval shall expire within eighteen (I 8) months of the signature of final plans if the applicant
has not started actual construction as per Article I 3.5 of the U DO.
