COMMUNITY ROOM
MANAGEMENT PLAN
BACKGROUND, AUTHORITY AND PURPOSE:
The condominium at 78 Church St., Saratoga Springs New York is a 23 residential unit, 5-
story, mixed -use building. In addition to the residences, the building contains covered ground
floor parking, two commercial units on the ground floor, and a designated community room. The
community room was designed to be in compliance with the provisions of the Saratoga Springs
Uniform Development Ordinance (September 2021) ("UDO") which set forth certain requirements
for public communal use of the space (the "Community Room").
Pursuant to the Notice of Decision issued by the City of Saratoga Springs Planning Board,
granting Site Plan approval, dated January 25, 2024, the Community Room Management Plan
("Plan") is intended to establish and detail the responsibilities of the sponsor of 78 Church Street,
LLC condominium Offering Planl and, thereafter, the Condominium Association ("Association")
for the perpetual operation and maintenance of the Community Room to meet the intended purpose
under the UDO.
LOCATION AND AMENITIES:
The Community Room is 663 square feet and is located on the ground floor with a public
entrance located directly on Church Street with street facade access. The room is to hold a board
meeting table for approximately 15 people, a unisex bathroom, and a small kitchenette which will
include a sink, counter and mini fridge.
MANAGEMENT AND PROGRAMMING:
The intent of the Community Room is to provide low-cost, accessible meeting space in
downtown Saratoga Springs for not -for -profits, community groups, networking groups and other
local associations for their monthly, quarterly meetings or special events. Based upon marketing
plan, the Association will build community awareness and promote the availability of the
Community Room through its designated property manager by the following means:
1. Referral networks;
2. Sponsored emails;
3. Postcards to local nonprofitsibusinesses;
4. Post to social media groups;
5. Post flyers to local billboards;
6. An open house;

the City with any proposed changes to the Plan.
7. Post to local community organization websites;
8. Networking with local colleges;
9. Partnering with local hotels that do not have meeting space; and
10. Ads in local papers and magazines.
RESERVATIONS AND BOOKING
The Association will maintain a website and booking page with the ability to (1) check availability
(2) make reservations; (3) pay the reservation fee; and (4) sign the terms and conditions. The
booking page will be searchable by the public and contain SEO capabilities, while the rest of the
Association's website will be private to the owners within the building. The bookings will be on
a "first come, first serve" basis and will be able to be made up to a year in advance. The access to
the Community Room will be provided via a secure code for one-time entry into the building
during the time of the event, and then it will reset for security reasons.
MAINTENANCE AND OPERATING COSTS:
As a permanent physical feature of the building, the overall maintenance and fixed costs
of the Community Room shall be the responsibility of the Association. The Community Room is
identified in the Condominium Offering Plan and the cost of maintenance is set forth in the
Offering Plan's budget for annual operations. Overhead costs of heating, cooling, repairs and
capital improvements shall be part of the Condominium's operating budget with usage costs such
as cleaning and insurance shall be offset by a usage fee to be adjusted annually by the Association.
ENFORCEMENT
Consistent with the Saratoga Springs Planning Board's Notice of Decision, the obligation
to operate and maintain the Community Room shall continue for so long as the structure remains,
and any failure to fulfill such obligation may be deemed a violation of the conditions established
by the Saratoga Springs Planning Board in granting Site Plan approval.
