NOTICE OF DECISION
In the matter of the application - #20230773
Green Springs Capital Group, LLC
I 82 Excelsior Avenue

Involving the premises with tax parcel no. I 66.-I-I 4 in the City of Saratoga Springs, on an application
for site plan review to relocate the existing residence and carriage house on the property and construct
four 9-unit multi-family residences (totaling 36 new units) and associated site worlc in the Urban
Residential —4 (U R-4) District.
In accordance with 6 NYCRR Part 6 I 7, the Planning Board classified the action as Unlisted and issued a
Negative SEQRA Declaration on June 29, 2023 passed 7-0 in favor: Torpey, Pingel, Fabozzi, Mayo,
Marshall, McTygue, Morrison;
And, in accordance with Site Plan Review approval standards in the Unified Development Ordinance,
Article I 3.5, the Planning Board issued the following decision on February 8, 2024 passed 6-0-
I(Morrison recused) in favor: Marshall, Pingel, Mayo, McTygue, King, Stellato:

I 2, 2024, and with the followin� revisions and conditions:
I. A small trash and recycling dumpster enclosure with vegetative screening shall be added
to I ot 2.
2. The trash and recycling dumpster enclosure on lot I shall incorporate vegetative
screening— including row of horizontal screening and vertical plantings.
3. A future trail connection to the Spring Run Trail shall be added to lot I on the final plan
and a note added that the applicant will construct upon City request.
4. The driveway on lot 2 shall be reduced to 22 feet wide and the curb radii shall be
reduced per NACTO design standard.
5. The parlcing area on lot I shall be reduced to 60 parlcing spaces.
6. The parlcing area on lot I shall include four covered bilce parlcing spaces.
7. The parlcing area on lot I shall include four level 2 electric vehicle charging stations.
8. Transformers shall be located behind the buildings/at the rear of the property and
visually screened —final placement shall be subject to administrative action by the Chair.

9. Final plans shall be provided to the satisfaction of the City's designated engineer and
DPW.
I 0. The applicant shall provide payment of the traffic mitigation fee—$I 2,000
I I. The applicant shall provide payment of the fee in lieu of dedication of recreation lands
for 36 new residential units ($2,000/residential unit) - $72,000
The followin� conditions pertain to the relocation of the historic structures to lot 2 and for
the preservation, restoration and future maintenance of those structures:
I 2. The wood siding and trim of the north (primary fa�ade), east, and west elevations of
the main structure will be repaired and replaced in-Icind as needed.
I 3. The original wood windows will be restored on the north, east, and west elevations
of the main structure as well as the gable window on the south elevation.
I 4. The original front door of the main structure will be preserved.
I 5. The rear additions, decics, and chimneys on the main structure will be removed.
I 6. The front porch on the main structure will be reconstructed in wood in the existing
style or in a style that is Iceeping with the Gothic Revival style.
I 7. The carriage house and the south elevation of the main structure will be clad in
wood or fiber cement siding.
I 8. The windows on the carriage house and on the south elevation of the main
structure will be replaced (in original openings) with aluminum clad replacement
windows.
I 9. The wood cupola of the carriage house will be restored.
20. The slate roof of the main structure and on the carriage house will be replaced
with "Ready Slate" product in gray or comparable real slate product.
2 I. The applicant shall submit a protection plan to include a roof schedule and
construction sequencing prior to moving the historic structures.
22. The final subdivision plat shall be signed by the Chair and then filed at Saratoga
County after the historic structures have been moved to lot 2.
23. All exterior worlc on the historic structures shall be completed prior to issuance of
a certificate of occupancy for the fourth building on lot I.
24. The applicant shall submit an offering plan that shall include the conditions of
approval for future preservation and maintenance of the historic structures and shall be
to the satisfaction of the Board legal counsel.
25. The applicant shall provide documentation detailing the pattern of the existing slate
roof.
The applicant is required to:
I. Provide documentation of conformance with all required conditions of approval.
2. Deliver a letter of credit or cash escrow in the amount approved by the City Engineer to
the City. This must occur prior to final signature by the Planning Board Chair.
3. Submit two (2) paper copies and one (I) electronic copy of the final approved site plan
set for signature by the Planning Board Chair within ei�hteen �I 8� months of approval as
per Article I 3.5 of the Unified Development Ordinance.
Note: this approval shall expire within eighteen (I 8) months of the signature of final plans if the applicant
has not started actual construction as per Article I 3.5 of the U DO.
