RE: 130 Regent Street – Window Replacement
Dear Tamie:
The Saratoga Springs Preservation Foundation reviewed the application to replace the
windows at 130 Regent Street, Unit #1.
This structure was originally a carriage house of 28 Union Avenue. Both structures
were built in 1903 in the same Queen Anne style and are identified as contributing
buildings to the Union Avenue Historic District listed on the National Register of
Historic Places.
This application should be reviewed in conformance with the City of Saratoga Springs
Unified Development Ordinance. The following portion of the ordinance needs to be
considered when reviewing this application:
Article 13.9 Design Review H. Historic Review Approved Standards:
1. Historic Review
a. Preserve Rather than Remove:
Distinguishing the original features of a structure or site is essential to the
historic quality and character of that site. Distinguishing original qualities or
character of a structure, site, and/or its environment must be preserved and
protected to the maximum extent possible. Destruction or alteration of any
historic material or distinctive architectural feature should be avoided.
b. Repair Rather than Replace:
Distinctive architectural features that characterize a structure or site must be
repaired whenever possible. If replacement is necessary, the replacement
should match the original in composition, design, color, texture, and other
visual qualities.

9. Treatment of Major Building Elements
b. Windows
Existing historic windows and window openings must be retained and
rehabilitated whenever possible. Restoration of historic openings is
encouraged where previously altered.
Per the City of Saratoga Springs Historic District Guidelines for Windows and Doors:

• Maintain original trim details and the original configuration, size, shape, and
proportion of windows.
• Original window size and location should be preserved. Do not replace
windows with units that alter the original size of the window openings or trim
detail.
• Replacement windows should match the existing in material and design and
should be based on historic evidence. If no historic evidence is available, the
windows should match the design and materials of the architectural style and
period of the historic building.
Based on the above Ordinance and Guidelines, every effort should be made to
preserve the existing historic windows. Replacement of sound, repairable historic
material is never recommended.
The documentation provided with the application does not demonstrate that the
historic windows are beyond repair and need to be replaced. However, if further
documentation is provided to show significant deterioration, and the historic material
cannot be repaired because of the extent of the deterioration or damage, the preferred
treatment is always to replace in-kind, material that matches the historic material in
type, design, dimension, texture, detailing, and exterior appearance.
The Foundation appreciates the investment that the homeowners are making in this
property.
