HomeMy WebLinkAbout20240054 128, 132 Washington Garage Demo & Construction Application January 23, 2024 Re: - 128 and 132 Washington Street City of Saratoga Springs, NY Design Review Commission Attn: Amanda Tucker Dear Amanda and members of the Design Review Commission; I am submitting this application on behalf of Lori Sames as the Owner of 128 and 132 Washington Street. The Owner is currently in the process of combining the two parcels into one usable lot so that it will comply with Zoning for a 2- family residence. In addition, the Owner is requesting approval to allow demolition of the garage structure at 128/132 Washington Street. It is not clear on the exact date of construction; however, the Preservation Foundation has indicated the garage was built most likely in the 1920s. It appears on a Sanborn Map as a storage shed. Prior to that, there is an indication of a large barn structure that existed. (reference attached maps) Currently, the garage resides in the SE corner of the lot with 3/4 of the structure encroaching upon the back neighbor's property at 135 Grand Ave. To remedy the encroachment, Jenna Engelstein and Mathieu Digeser are selling Lori Sames a small parcel of land. The garage is not compliant with current zoning setbacks and is in poor structural condition. Structurally, the rafters are undersized for current snow load requirements and the headers over the garage indicate sagging and disrepair. (Existing rafters are true 2 x 4 at +/-18” o.c.) The walls of the existing garage are concrete masonry units. The CMU blocks are porous and there is visual evidence of cracks due to moisture penetration. Due to the moisture, the structural integrity of the wall has been compromised. We request approval to remove the existing garage to construct a new garage and future addition that will comply to required setbacks and current building code. The full design proposal is still being developed and contingent upon approval from the City. Currently, the applicant is only seeking approval to remove the existing garage structure. DESIGN GUIDELINES: The Design Review Commission will evaluate whether the proposed action (construction, alteration or demolition) is compatible with existing structures and surrounding properties using the following criteria: •Height – consistent with historic form and context of site and surrounding properties •Scale – relationship of structure and its architectural elements to human size, form, perception •Proportion – relationship among building elements including front façade, windows, and doors •Rhythm – pattern resulting from repeating building elements such as door/window openings, columns, arches, and other façade elements •Directional Expression – compatibility with horizontal & vertical expression of surrounding structures •Massing & Open Space – relationship of structure to open space between it and adjoining buildings •Setback – compatibility with surrounding structures •Compatibility of the following with surrounding structures/properties: -Major building elements (storefronts, doors, windows, roof) -Building materials -Color – (in non-residential zoning districts only) 5. DECISIONS: The Design Review Commission may approve, approve with conditions, or disapprove an application. The DRC may impose appropriate conditions and safeguards in connection with its approval including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied DRC application on the grounds of hardship.
