1. Seems a bit premature to consider/approve the subdivision
until site plan is complete and committed to. Because: There is
no guarantee that the development will happen as proposed. If
the subdivision is approved, the developer could simply sell the
property with the previously approved 36 units granted in the
variance, basically as a density bonus for preserving the
historic buildings on the other lot. So then that front lot could be
sold with the 2 historic buildings on it, with no guarantee that
they will be preserved. In other words: Any subdivision must
include a binding contract that the project will happen as
discussed, with the buildings preserved.
2. The traffic flow and ingress/egress haven’t been approved.
Does not make sense to create these 2 lots without safety and
traffic issues solved.
3. Complete Streets form is inadequate. For example, there are
not sidewalks on both sides of the street, (Excelsior Spring
Ave.) and it is unsafe for pedestrians/cyclists. The parcel with
the 36 units will sit wholly on Excelsior Spring Ave., with all the
safety issues that have been mentioned time and again (see
neighbors’ previous comments).
4. EAF short form is lacking:
5. EAF point #6: “Is the proposed action consistent with the
predominant character of the existing built or natural
landscape?” The developer answered yes but it is clearly No.
It’s all woodland and wetland all around it.
6. EAF point #8 also incorrect: Project WILL increase traffic and
there are NO public transportation services nearby.
7. EAF point 14: It’s suburban and FOREST & WETLAND all
around the site.
8. EAF point 20: Adjoining property Spring Run Brook was the
subject of remediation a decade or so ago.
