I. Introduction
THBC NY , LLC is proposing the construction of a 22,800 sq. ft. Micro Production Brewery and Restaurant
with indoor and outdoor seating. The project site is located at 3376 South Broadway (U.S. Route 9) in between
Saratoga Honda and Homewood Suites, in the City of Saratoga Springs, NY.
II. Project Description:
A) Existing Site Conditions
The site is currently vacant, previously occupied by Murphy’s Driving Range. The site is developed with
access drives and paved parking area.
The site is bordered to the north, south and east by commercial development.
B) Proposed Site Conditions
The applicant is proposing to use the property for the primary purpose of micro-production of alcohol and
an eating and drinking establishment with indoor and outdoor seating. Outdoor areas would also include three
pavilions, hardscape areas, waking paths, landscape features, picnic tables, fire pits and small gathering areas. The
project would include parking for 370+/- cars with both pervious and impervious pavement. The project would
connect to the County sanitary sewer system and the City's water system. Two driveways are proposed from South
Broadway with one-way circulation through the site.
III. Utilities:
A) Water
Water service for the proposed 22,800 square foot facility will be provided via connection to the existing 8”
water main located along South Broadway. The facility will be serviced by an 8” fire service line with a 2” tee for
domestic water service. Water line will be equipped with back flow preventors and pressure regulators as required.
Water service in this area is under the jurisdiction of the City of Saratoga Springs.
B) Storm Water
Storm water currently sheet flows to the south east corner of the site with no water quality or quantity
controls. The proposed stormwater system, consisting of dry swales, porous pavement, infiltration basins and a
pocket wetland, has been designed per the NYSDEC Stormwater Manual Redevelopment Criteria. Stormwater
above and beyond the required WQv will discharge to a pocket wetland where it will be released at a controlled flow
rate less than found in the existing condition for each subject storm event.
C) Non-municipal Utilities (electric, cable, gas, telephone)
All non-municipal utilities are available on South Broadway. These utility connections will be coordinated
directly with the providers prior to construction.
D) Sanitary Sewer
Sanitary sewer service for the proposed facilities is proposed via 210 linear feet of 2” pressure line to the
existing 4-inch force main on South Broadway. The existing 4-inch force main on South Broadway services the
Homewood Suites located at 3368 South Broadway. Based on attached Engineers Narrative the Homewood Suites
and 17 additional rooms proposed Dec. 8, 2022; hydraulic load based on 129 units is 14,190 gpd with a peak flow of
39.4 gpm.
Based on NYSDEC Design Standards for Wastewater Treatment Works, we have calculated the proposed
sewer flows as follows:
THBC (Lounge, Bar) 20 gpd / seat
20 gpd / 404 seats = 8,080 gpd
Brewery Wastewater = 27 gpd
Total GPD = 8,080 gpd
Peak Flow (peak factor 4.0) = 22.5 gpm
The 4-inch force main has the capacity of approximately 250 gpm; with the Homewood Suite peak flow of
39.4 gpm and THBC peak flow of 22.5 gpm the combined flows will use 35% of the available capacity of the
existing 4-inch force main.
Sewer line will be equipped with a grease trap and pump chamber as required. We have requested 15,167
gallons per day of sewer capacity from the Saratoga County Sewer District.
