Dear Ms. LaBreche,
On behalf of our client, THBC NY, LLC , we are pleased to submit this response to comments summary to
the City of Saratoga Springs for the above referenced project. This summary is in response to the various
comments received in the January 9, 2024 letter from Barton & Loguidice, D.P.C., as noted below with
our responses in italics. Please find the following items in support of our application:
Response to various comments summary as follows:
General
1. Were permeability tests performed to determine infiltration rates? Model rate at twice the lowest
infiltration rate for a safety factor of 2.0.
- A safety factor of 2.0 was used in mod eling infiltration rates.
2. Label test pit locations on grading and drain age plan sheet.
- Test pit locations included in the Geotechnical Investigation by Whitestone Environmental &
Geotechnical Engineers & Consultants perf ormed: January 9, 2024 have been added to
sheet C-401.
3. Plan legends need to include all sym bols. Most are but include TBR (to be retained or removed?).
Include symbol for each EV station proposed.
- A list of abbreviations is located on sheet C-102.
4. A one way and exit sign needs to alert drivers of one way east of southerly parking lot to single
lane. Label degree of angle parking for spaces near wetland.
- Additional traffic signage has been added to sheet C-301
5. What is material of gravel patio area? Is this crushed stone or gravel. Is there a concern for
tracking bud during wet weather into buildin g if gravel?
- The patio has been revised to be stamped concrete.

6. Surface in front of tras h enclosure is unknown and needs to be able to support dynamic loads to
refuse truck.
- The surface in front of the trash enclosure is concrete per the detail on sheet C-903.
7. The plans indicate porous pavement and non-porous pavement but does not seem to distinguish
light and heavy -duty pavement types mentioned in detail. Please clarify.
- The locations of light duty and heavy-duty pavement has been added to sheet C-301.
8. Provide a detail for proposed monument sign. Will this be lighted in any way?
- A detail of the monument sign is located on sheet A800.1 of the architectural plans.
9. 368 spaces are proposed. Clarify statement at bottom of zoning analysis table referencing 438
spaces.
- The proposed number of parking has been revised to 314 spaces noting the mini mum of 262
parking spaces and maximum of 314 parking spaces allowed per code.
10. What is maximum size truck that will access proposed truck door a nd any deliveries? Show truck-
turning radius for truck movements.
- Maximum proposed delivery truck is a WB-67. Specifications wit h turning radius hav e been
added to sheet C-301.
11. Detail indicates more than one timber footbridge but only one is on plan sheet. Please clarify.
- Timber footbridges are no longer proposed.
12. Include correspondence from Army Corps regar ding wetland. How old is delineation and was it
approved by ACOE?
- Wetlands were delineated in September 2023. A copy of the wetland delineation report is
attached.
13. What are rectan gular symbols between the two pavilions east of the brewery? Include in legend
or label.
- The rectangular symbols are proposed planters. A label has been added to sheet C-301.
14. SWPPP and plans need to indicate NYSDEC stormwater practice numbers proposed. Label dry
swale and pr oposed width.
- The locat ion and width of the Dry Swale and Vegetated Swale have been added to sheet C-
401.
15. Show all underdr ains beneath porous pavement if proposed.

- The porous pavement will not utilize an underdrain.
16. Are rood gutters proposed? Show downspouts if applicable.
- Roof drain locations have been added to sheet C-401.
17. Is proposed water connection at Route 9 utilize a tapping valve and sleeve?
- The proposed water connection will utilize a tapping valve and sleeve.
18. Does lighting plan include building mounted fixtures and pavilion lighting?
Buildings will only include wall sconces, which will not impact light levels. The northern gazebo
will be lit. The southern gazebo, which does not have a roof, would include accent lighting.
19. Plans note that utilities for pavilions will be provided later. Presumab ly this does not include
bathrooms. Include utilities in next submission.
Bathrooms are not included in the pavilions.
20. Why no handicapped space(s) west of building?
These spaces are used for online order pickup only. Customers
21. A Phase 1A/1B archeological investigation is noted to be pending.
OPRHP issued a No Effect letter on November 30, 2023. A copy of the letter is included with this
submission.
22. Traffic study comments will be provided under separate cover soon.

FEAF
1. Include NYSDEC stormwater permit in list of required agency approvals.
Part 1 of FEAF has been updated and is included with this submission.
Cost Estimate
1. None was provided, please submit per City standards.
- The cost estimate is being prepared and will be provided as part of future submission.

Plans
C-300-landsape Plan
1. Label tree adjacent to easterly pavilion.
- The eastern pavilion has been removed. A note has been added to the landscape plan noting
the tree line along the eastern sid e of the site.
C-301 –Site layout Plan
1. South side parking lot only have two ADA ramps 6 handicapped parking spaces. More seems to
be needed to avoi d len gthy transits across busy parking lot.
- The prop osed r amps function as a transition from the flush cur b the section of side walk with
full 6” curb.
2. Additional signage for one way and exit west of wetland is needed.
- Additional signage has been added to sheet C-301

C-401 –Grading and Drainage Plan
1. Re-direct overflow weir channel from westerly infiltration basin as it is currently directed at
entrance driveway and could go directly west towards Route 9 drainage ditch.
- The westerly infiltration basins have been combined and overflow weir relocated.
2. Label all stormwater pipe sizes and slopes including discharge pipe from easterly basin.
- Stormwater pipe sizes and slopes have been added to sheet C-401.
3. Label bottom widt h of dry swale and surface slope.
- The bottom of the dry swale and surface slope bas been added to sheet C-401.
4. Label finis hed floor elevations of building and pavilions.
- The finish floor of the building, pavilion and pergola have been added to sheet C-401.
5. Show test pit locations and identifying nu mbers.

6. Will porous pavement have an underdrain to the easterly basi n? Provide a detail of the porous
pavement pr oposed. Will stored stormwater reach the surface?
- The porous pavement will not utilize an underdrain.
7. Label elevations and widths of stone armored overflow weirs of stormwater management
practices.
- Stone over flow weir width and elevations have been added to sheet C-401.
L-501-Planting Details
1. Label materials and depths in planted berm detail. Will this be mulched?
- Planting materials and depths in berm areas have been added. Berms will be mulched.
C-501-Utility Plan
2. What is grease trap size? Size per NYSDEC stan dards and provide detail. Indicate how internal
food prep areas capture food w aster before getting into grease trap.

3. Label rim and inverts of manholes and pump station downstream of grease tr ap.
Rim elevation and pipe inverts for the sanitary piping have been added to sheet C-501.
C-601-Soil erosion & Sediment control Plan
1. Soil distur bance is over 5 acres. Will this be a single phase project that will disturb 5 acres or
more and require special NYSDEC and City approvals? Provide a construction sequencing plan
and narrative. Appendix G-Construction Drawings & Phasing Plans were not included in the
submission.
Project will be completed in two main phases to maintain the amount of active disturbance to less
thane 5 acres. The phasing plan is currently being prepared in conjunction with contractor and
will be provided as part of a followup submission.
2. Are temporary sediment traps or basins proposed during construction phase?
- A temporary sediment trap has been added to sheet C-601.
C-703-Lighting Plan
1. Is lighting proposed for the pavilions?
- Lighting is only included with the northern pavilion.

2. Are fixtures proposed to be mounted to the buildings?
- Wall sconces will be the only lighting mounted on buildings as a source of accent lighting.
The sconces will not impact light levels .
3. Include all lights in photometric analysis.
- Updated lighting plan is enclosed.
C-902-Detail Sheet
1. Typical Utility Trench has text over text and difficult to read.
- The Utility Trench detail has been revised.
2. Provide a porous pavement detail.
- A Porous Pavement detail has been added to sheet C-902.
3. We recommend pavement section detail include NYSDOT materials and item numbers
- A NYSDOT pavement detail with materials and item numbers has been added to she et ……
4. There is concern for gravel sub-base course from borrow sources. Sit e has silty sands which is
not equivalent to processed gravel. Please clarify.
- The Geotechnical Investigation by Whitestone Environmental & Geotechnical Engineers &
Consultants performed : January 9, 2024 contains recommendations for Pavement Design.
5. Flared end section detail should utilize a strong separation woven geo-textile in lieu of generic
reference.

C-903-Detail Sheet
1. Dimensions of handrail detail seem off. Check height of railing as it must be taller.
- Dimensions for proposed handrail detail have been revised.
Stormwater Management
1. Stormwater Pollution Prevention Plan/Stormwater Management Report is stamped as progress
print.
- The SWPPP is stamped as a progress print until all comments/reviews have been completed.

2. No stormwater modeling was included that demonstrate performance/peak
elevations/hydrographs of existing and proposed conditions under various storm events. Please
develop and submit modeling for both conditions.
- Stormwater modeling as requested is included in the SWPPP report.
3. Identify all proposed practices using NYSDEC design manual nomenclature.
- Stormwater practices are listed in the SWPPP report.
4. FEAF indicates project is in a principal aquifer. Confirm if it is a sole source aquifer and proposed
practices provide 4’ separation to groundwater in a sole source aquifer.
- Project location is not located in a Sole Source aquifer.
5. NYSDEC computation sheets are provided but without the modeling we feel the submission is
preliminary but seems sound. Infiltration rate should correlate to permeability tests and employ a
safety factor of two.
- Stormwater modeling is included the SWPPP Report. A safety factor of 2.0 was used in
modeling infiltration rates.
