Parking: The development proposes leased parking for residents at the City Center Parking Garage, several blocks away from the proposed building. We believe that it is much more likely that residents will park in the library parking lot, that is already strained by use for parking other than for library purposes, preventing patrons from using the library. Additionally, the development proposes retail and/or civic space, again, without providing any allowance for parking. We believe that this will place an additional burden on library parking. Traffic: The development does not seem to make allowance for commercial delivery vehicles. Between the bars, restaurants, and retail operations in the "Gut" neighborhood, traffic on the narrow streets is already congested and dangerous. Delivery vehicles frequently block traffic, and passenger vehicles frequently park in no parking zones, with infrequent enforcement. This creates safety hazards for drivers and pedestrians, alike. The proposed building appears to fill the entire footprint of the lot, and there is no indication of where the construction will be staged. We are concerned that it will inevitably disrupt access to the library parking lot and to the library itself. Pedestrian Safety: Pedestrians frequently cross Putnam Street at Gardiner Lane. This is a blind curve, with no crosswalk, that is a safety hazard for pedestrians and drivers alike. We are concerned that construction in this area will exacerbate this problem. We are equally alarmed about the idea of a residence of this size in this location without traffic abatement. In fact, the artist's rendering of the proposed building shows people happily wandering into the street where pedestrians have been struck by traffic rounding the corner.
