Dear Mr. Vaillant:
VHB Engineering, Surveying, Landscape Architecture and Geology, PC (VHB) is in receipt of the Technical Review #1
from Creighton Manning Engineering, LLP dated November 16, 2023 for the proposed Faden-West Avenue Mixed
Use development located on Station Lane in the City of Saratoga Springs, New York. Below is a summary of the
traffic related comments and our responses. The comments were rearranged to provide responses in a typical traffic
volume development and evaluation process.
Comment 1: A crash assessment should be conducted at the West Avenue/Station Lane intersection to determine if
there are any existing crash patterns.
Response: Crash data has been requested from NYSDOT. Once received, VHB will review the data to identify any
patterns at the noted intersection.
Comment 2: The qualitative assessment provided by VHB for the proposed Faden-West Avenue at Station Lane
development references the Transportation Impact Study (TIS) prepared by SRF Associates for the proposed Station
Park at Saratoga development (dated October 2017). This detailed TIS conducted six years ago for a different
project included the proposed Faden-West Avenue at Station Lane development as a background project in the
No-Build analysis. It is noted that the size of the Station Lane Faden Development (6,428 SF of retail space and 71
condominium units) is smaller than what is currently proposed (not larger as noted in the letter); therefore, the No-
Build assessment included in that evaluation is not consistent with the proposed development. In addition, the
Akew Apartment Development is currently under construction on Station Lane. Is the approved plan for the Akew
Apartment Development consistent with the analysis included in the TIS? Based on this information, the No-Build
analysis of the West Avenue/Station Lane intersection provided in the TIS may not be consistent with future
conditions. An updated assessment of this intersection with current volumes should be provided.
Response: See response to Comment 4 for the detailed trip generation estimate. The magnitude of site generated trips
is less than the NYSDOT and ITE trip thresholds of the generation of 100 vehicle trips on a single intersection approach
for determining the need for off-site intersection analysis. These agency thresholds were developed as a tool to identify
locations where the magnitude of traffic generated has the potential to impact operations at off-site intersections and
screen out locations that do not meet the threshold and are therefore unlikely to require mitigation. Based on the trip

generation and review of the industry guidelines, the site will be adequately serviced by the existing surrounding
roadway network; however, as requested in Comment 2, future traffic volumes were developed as summarized below:
2023 Existing Traffic Volumes from turning movement count data collected in March, 2023, shown on Figure 1.
The turning movement count data is included in Attachment A.
2025 No-Build Traffic Volumes shown on Figure 2:
› A growth rate, provided by the Capital Region Transportation Council (CRTC), of 0.82% per year for two years.
› Trips associated with the following Other Project Developments (OPDs) that are either in the planning/approval
or approved/under construction stage:
o Station Park Mixed-Use Development, a mixed-use development located along Station Lane, consisting of
344 apartment units, 40 row homes, and a maximum 110-room hotel. Access to the project is proposed via
Station Lane and Washington Street. The project is expected to be completed and fully occupied in 2027.
o Station Lane Apartments, a 29-unit residential development located along Station Lane with access to
Station Lane. The project is expected to be completed and fully occupied in 2023/2024.
o Tait Lane Reserve, a residential development consisting of a 68-unit apartment building, 22 townhomes, and
a 112-unit apartment building. Access to the site is provided via Allen Drive and Tait Lane. The project is
expected to be completed and fully occupied in 2024.
2025 Build traffic volumes shown on Figure 5:
› Trips generated by the proposed project were assigned to the study area intersections and site driveway based
on the trip distribution pattern shown on Figure 3.
› The assigned volumes, shown on Figure 4, were then added to the 2025 No-Build peak hour traffic volumes to
develop the 2025 Build Traffic Volumes.
Comment 4: A review of the trip generation assessment indicates that the average rate was used for Land Use Code
822; however, based on the number of data points and a review of Figure 4.2 in the Trip Generation Handbook, 3rd
Edition provided by ITE, the fitted curve equation should be used for the PM peak hour which increases the total trip
generation by 14 vehicles. In addition, the Saturday peak hour is actually the worst-case condition in terms of trip
generation due to the retail and restaurant uses proposed on the site. West Avenue is a commercial corridor and
mainline traffic during the peak on a Saturday is likely comparable to the commuter peak hours. An assessment of
the PM and Saturday peak hours should be provided. It is anticipated that traffic exiting the site may come close to
the 100 trip threshold on the eastbound Station Lane approach to West Avenue during one of the peak periods.
Response: Table 1 shows the trip generation summary for the updated Layout and Materials Plan, provided in
Attachment B. The trip generation summary uses the fitted curve equation for Land Use Code 822 – Strip Retail Plaza
for the AM and PM peak hours and uses the average rate for the Saturday peak hour to provide a worst-case scenario
for volume development.

The analysis shows that the proposed project is expected to generate 41 new vehicle trips during the weekday AM peak
hour (18 entering and 23 exiting), 86 new vehicle trips during the weekday PM peak hour (47 entering and 39 exiting),
and 107 new vehicle trips during the Saturday peak hour (58 entering and 49 entering). The trip generation estimate
for the Saturday peak hour represents a worst-case scenario since the peak hour of each land use (the peak hour of the
generator), may not correspond to the Saturday midday peak hour. The magnitude of site generated trips is less than
the NYSDOT and ITE trip thresholds of the generation of 100 vehicle trips on a single intersection approach for
determining the need for off-site intersection analysis. These agency thresholds were developed as a tool to identify
locations where the magnitude of traffic generated has the potential to impact operations at off-site intersections and
screen out locations that do not meet the threshold and are therefore unlikely to require mitigation. Based on the trip
generation and review of the industry guidelines, the site will be adequately serviced by the existing surrounding
roadway network. However, as requested, detailed traffic analyses were conducted at three study intersections.
The comment identifies West Avenue as a “commercial corridor”. However, primary major land uses on West Avenue
are the large medical office building located north of the site near Church Street and SUNY Empire State College and
Saratoga Springs High School both located south of Washington Street. Other uses include multifamily residential, the
train station, a beverage center, gas stations, a pharmacy, etc. These uses are not representative of a typical
“commercial corridor” when compared to Broadway in Saratoga Springs or NY Route 50 in Wilton. Review of the
weekday PM peak hour and Saturday midday peak hour traffic volumes shows that the traffic volumes on West

Avenue are 200 vehicles higher (about 18%) during the weekday PM peak hour than the Saturday midday peak hour.
This is approximately 8% higher than the typical daily fluctuation of ±10%.
Comment 3: A queue analysis was conducted in the Saratoga Park at Saratoga TIS for the study area intersections.
It is noted that the 95th percentile queue on the eastbound Station Lane approach at the West Avenue intersection
was over 1,000-feet (40 vehicles) during the PM peak hour based on the SimTraffic model. The eastbound queue
was only reduced by mitigation to the adjacent intersections since queuing from those intersections impacted
operations of Station Lane. An analysis of the adjacent intersections should be included in the assessment for the
Faden-West Avenue at Station Lane development. Vehicle delay and queuing information should be provided from
the SimTraffic simulation since the isolated analysis provided by Synchro does not account for mainline queuing
impacts from the adjacent intersections. It is noted that the queue on Station Lane will impact operations of the
proposed site driveway as well. Are “Do Not Block Intersection” signs needed on West Avenue or Station Lane?
Response: Capacity analyses were conducted at the West Avenue intersections with Church Street, Station Lane, and
Washington Street for the 2023 Existing, 2025 No-Build, and 2025 Build conditions. Existing and future traffic volumes
were estimated based on traffic counts conducted on a typical weekday in March 2023 and using the latest available
data (provided by the City, on the City website, or through internal files) for other pending or approved projects in the
study area. As requested, the delay results were presented based on the SimTraffic model rather than the
methodologies identified in the latest edition of the industry standard Highway Capacity Manual (HCM 6th Edition).
The vehicle queues and average delays are based on an average of five SimTraffic simulations. Tables 2 and 3 show
the SimTraffic average delays and 50th and 95th percentile queue results for the 2023 Existing, 2025 No-Build, and
2025 Build conditions. The detailed SimTraffic results are included in Attachment C.
A review of the maximum 95th percentile queue length on the northbound approach to Church Street (267-feet) and
the maximum 95th percentile vehicle queue on the southbound approach to Washington Street (497-feet) shows that
the maximum queues will not reach Station Lane and therefore not impact operations at the Station Lane at West
Avenue intersection. The analysis also shows that the Station Lane approach to West Avenue will operate with an
average of 12 seconds of delay (level of service B) during the AM peak hour and 34 seconds of delay (level of service D)
during the PM peak hour with the existing single lane approach to West Avenue. The 95th percentile vehicle queues
range from 93 to 167 feet (4 to 7 vehicles) during the weekday AM and PM peak hours. The average delays and queues
are conservative since they do not account for using the center two-way left-turn-lane (TWLTL) on West Avenue for a
two-stage left-turn maneuver as this maneuver is not included in the SimTraffic analysis. Construction of separate left-
and right-turn lanes exiting Station Lane to West Avenue is not recommended.

Comment 5: It is noted that the Amtrak Train on the Adirondack line (Route 69) arrives at the Saratoga Springs
Station at 12:28 pm on Saturday which could increase traffic on Station Lane during the Saturday peak hour for the
proposed site. The departure of train riders should be captured during the turning movement counts.
Response: Saturday TMC data was collected on November 18, 2023, during the Saturday midday peak period from
11:00 a.m. to 1:00 p.m. to account for the Amtrak Route 69 arrival. Review of the peak period data identified 11:45

a.m. to 12:45 p.m. as the Saturday midday peak hour. The Saturday intersection delay and queuing results for the West
Avenue at Station Lane intersection are provided in Table 4. The analysis shows that the Station Lane approach to
West Avenue will operate with less than 19 seconds of average vehicle delay (LOS C) during the Saturday midday peak
hour with single lanes entering and exiting Station Lane. No mitigation, including an additional lane on Station Lane
or intersection signage is recommended.

Comment 6: Would the provision of separate left and right turn lanes on Station Lane improve intersection
operations?
Response: Tables 2, 3, and 4 show that the maximum average delay on Station Lane approaching West Avenue is less
than 34 seconds. This level of delay is considered acceptable, no mitigation is recommended. Additionally, this level of
delay is conservative since it does not account for use of the existing TWLTL for a two-stage left-turn from Station Lane
to West Avenue.
