Barden, AICP Principal Planner City of Saratoga Springs 474 Broadway Saratoga Springs, New York 12866 RE: Faden — West Avenue Site Plan City of Saratoga Springs, Saratoga County, New York Project #20230233 Dear Ms. Barden: 2452 STATE ROUTE 9 SUITE 30 1 MALTA, NY 12020 T (51 0) 099-5243 F (51 B) 699-5245 Lansing Engineering is pleased to submit this letter in response to the June 27, 2023 comment email prepared by James Salaway of the City of Saratoga Springs Department of Public Works, as well as emailed comments from Andrew Krupski of the Department of Public Safety, regarding the above noted project. The following summarizes the comments followed by our response. Department of Public Works: Comment: Will there be rock removal for the project? Response: Rock removal may be required based on the soil boring data that has been collected for the project. Boring B-3 and B-4 fall within or near the building footprint, and refusal was encountered at approximate elevations 325.70' and 322.95 . respectively. The finished floor elevation of the basement parking level is 325.35' As such, there may be a need for rock removal to construct the northern wing of the building. The building has been set as high as possible to limit the amount of rock removal that is needed while still providing a manageable slope for the driveway at Station Lane. If blasting is required, the project will comply with all City, State, and Federal requirements and a permit will be obtained from the City prior to undertaking any blasting activities. 2. Comment: Show location of detectable warning strips on plans. Response: The plans have been revised to include detectable warning strips at the proposed curb ramps in the public right-of-way. Please note that the sidewalk and curb layout has been revised in the vicinity of the project driveway. Comment: Update tree list per City of Saratoga Springs approved species list. Response: The landscaping plan has been revised to specify street trees that are listed on the City of Saratoga Springs approved species list. Faden —West Avenue Site Plan December 21, 2023 4. Comment: For the cistern access manhole, what exactly is that structure's purpose and where does the pump outlet non -potable water source go to? Response: The cistern access manhole houses the submersible pump that will be used to extract the non -potable runoff that is stored in the lower 1.25 feet of stone below the chambers of Subsurface Detention System #1. The property maintenance staff will be able to connect a hose to the pump outlet and use the water stored in the stone void space to irrigate the grassed and landscaped areas on the property. The cistern access manhole has been relocated to the landscaped island south of the chamber system. This will allow the cistern to be used without having an open manhole in the parking lot drive aisle. Comment: Update crosswalks detail to reflect City standard detail. Response: The crosswalk detail on sheet DT-5 has been updated to match the City standard detail for a ladder crosswalk. Comment: Directional drill for storm main to outlet has callouts for 12" and 15" pipe, clarify. Response: The callout has been revised to state the correct diameter (15" j of the directional drill for the storm sewer outlet pipe. Department of Public Safety: Comment: With the RRFB and crosswalk to cross West Ave, confirm that the pedestrian push-button and its location is ADA compliant with respect to the crosswalk and ramp location. Also all specifications and submittals for the RRFB and crosswalk are to be submitted and approved by DPS. The RRFB unit shall be solar powered. Response: The sidewalk, curb ramps, and RRFB location have been revised with this submission. The revised location for the RRFB is ADA-compliant. Specifications and submittals for the RRFB and crosswalk will be submitted to the Department of Public Safety for review and approval when the project advances to the construction phase. The RRFB submittal will specify a solar powered unit. Attached will be a copy of the revised plan set and supporting documents for your review.
