Barden, AICP Principal Planner City of Saratoga Springs 474 Broadway Saratoga Springs NY 12866 RE: Site Plan Review and A Special Use Permit Modification for the Proposed 146 Adams Street Horse Barn Addition Dear Susan: Please find the attached application information, forms, and site plans for a proposed addition of up to eight (8) horse stalls that would connect the existing barns located at 146 Adams Street. This property was previously reviewed and built to the conditions set forth by prior variances, the issuance of a special use permit and site plan approvals in 2005. This request is for the construction of up to eight (8) additional horse stalls (±1184 SF) that would be connected to the existing structure within the current allowable setback area. The total new coverage including overhangs and a breezeway is approximately 2294 SF. Three (3) additional parking spots are proposed to be added in order to comply with the changes to the parking code set forth in the UDO. The current parking is adequate for the facility and includes four (4) spots onsite which is one more than was required under the prior code. This current application would require four (4) spots for the addition so the proposed three (3) new spots plus the one (1) additional prior spot would equate to the required parking for the eight (8) new stalls. We have indicated where these new spots would be added on the plans, but request that the Board consider that these spots be set aside to be installed as needed and be built as gravel spots so as to minimize increases in impervious area. These are seasonal use barns and therefore, not utilized during the off season or wintertime. This would be a waiver or a condition that we request the Board to consider. Additionally, we have included a letter of credit estimate that itemizes the site costs for this addition. There are no offsite improvements anticipated and the estimate is of the letter of credit is under $10,000. Work is mostly related to the construction of the structure only. Therefore, this application includes the request that the Board waive the requirement for a letter of credit as set forth under Section 15.9 of the UDO.
