We do object to the proposal to build a second dwelling, whether for seasonal or permanent rental/habitation. This was an issue with 200 East Ave when they built a two story garage and appeared to prepare to make it a residence. ZBA allowed that very large garage replete with windows all around to be used as a gym/office, but effectively forbade it being used as a residence, whether primary or as a rental. The reasons for forbidding a second residence at 200 East are at least as germane on Jumel which, with Downton Street condominiums across the street has a population density greater than surrounding areas. While not every slippery slope argument is valid, that this is the second of my neighbors that have had plans to building garages suitable for second residences gives real credence to the prospect that further such plans will arise. For example, 26 Jumel Place already has a full two-story garage with bathroom, heating, etc. (We never were notified by the Zoning Board about that project -- it just 'happened') that is 5 feet from our property line whose owners I'm sure would be justified in arguing it be allowed to turn it into a full residence if the ZBA approved the present project.
