July 2023 Project No. 1583.01 Page 1 1.0: INTRODUCTION 1.1 Project Description This Engineering Report describes the existing and proposed water and sewer systems within the project limits located at 182 Excelsior Avenue in the City of Saratoga Springs, as seen in Figure 1-1. The project involves relocating the existing main and carriage house on the property onto its own parcel and redeveloping them into a total of 8 condominiums. Additionally, on a separate parcel 4 three-story apartments with 9 units in each would be constructed. The project site is located at tax parcel 166.-1-14, as shown below in Figure 1-1, which is sized at approximately 2.49 acres. See Table 1-1 for existing and proposed units. Engineering and Land Surveying, P.C. July 2023 Project No. 1583.01 Page 2 1.2 Existing City Water and Sewer The existing parcel is within the City of Saratoga Springs Water District. An individual water service connection, of an unknown size, extending from the City-owned 6” water main located on Excelsior Spring Ave currently exists. The water main on Excelsior Spring Ave is located on the west side of the road, see Appendix A. There are also dual 6” and 12” water mains located on Excelsior Ave near the project site. The 6” water main is along the northern side of Excelsior Ave, and the 12” water main cuts through the middle of Excelsior Ave. There are two hydrants close to the project site. One hydrant is located at the intersection of Veterans Way and Excelsior Ave, approximately 90 feet from the property boundary. A second hydrant is located at the intersection of Loughberry Rd S and Excelsior Ave, approximately 70 feet from the property boundary. The existing parcel is within Saratoga County Sewer District No. 1 and an individual 2” sewer service connection extending from a County-owned sewer main within the public right of way currently exists. There is currently a 12” gravity sewer main along the northern side of Excelsior Ave near the project site. For available existing utility information see Appendix A. 1.3 Wetlands A wetland delineation was performed on site on September 7, 2022. One area, approximately 724 sf in size, was delineated on the northwest corner of the parcel. The delineation was submitted to NYSDEC for their review as the parcel is located within the NYSDEC check zone. See Appendix B for correspondence dated September 16, 2022, from NYSDEC validating the delineated wetlands as well as indicating that NYSDEC will not take jurisdiction over the wetlands on the site. The US Army Corps of Engineers (USACE) has also reviewed the wetlands and provided a jurisdictional determination. The wetland on site was determined to be non-jurisdictional and only the off-site Spring Run stream was considered part of a tributary system. 1.4 100- Year Flood Plain Per the National Flood Insurance Rate Map (FIRM) number 36091C0434E dated August 16, 1995, the proposed project improvements and existing buildings are located just outside the limits of zone “AE” (100-year flood plain) and are zoned undetermined. Plumbing fixtures will be specified as low flow type fixtures per NY state requirements for water conservation. Based on the anticipated water flows, anticipated sewer flows would have an average daily flow of 9680 GPD and an average flow of 6.72 GPM. The Main House and Carriage House will discharge their sewer through an existing gravity lateral to the sewer main on Excelsior Ave. The peak flows for the Main House and Carriage House would remain the same at 4.88 GPM. The four apartments are going to flow to E-one Quad Pump stations, with two apartments going to one pump, for a total of two pump stations. The peak flow for each of those stations is 22 GPM for a total peak flow of 44 GPM for the four apartments. The peak flow from the entire project site would be 48.88 GPM. 2.2 Proposed Water System Water service to the relocated residence and carriage barn and new apartments building will be from the existing 6-inch water main on Excelsior Avenue. The fire sprinkler system will utilize a 4” service split from a 6” combined water lateral. The fire protection service will be protected with a double check valve installation. Each building will be provided with a sprinkler system installed per the 2020 NYS Fire Code and NFPA 13R guidelines. A Mechanical, Electrical and Plumbing (MEP) Engineer will be designing the sprinkler and domestic services within the building. Said designs will be provided to the City in a separate report demonstrating that pressure loss within the system during the building permit process. 182 EXCELSIOR AVENUE APARTMENTS WATER AND SEWER REPORT M.J. July 2023 Project No. 1583.01 Page 4 2.2.1 Responsibility and Ownership Water laterals will be owned and maintained by the owner of the property to which the lateral serves, while the existing mains are to be owned and maintained by The City of Saratoga. All construction shall conform to the City of Saratoga Specifications 2.2.2 Water Pressures Hydrant Flow Test #1 was performed on December 11, 2020. The test was performed on the 12” water main and is approximately 500 feet from the project site. There are fewer hydrants on the 12” main as it is mainly used as a transmission main. The test showed a static pressure of 86 psi and a residual pressure of 78 psi with a flow of 1,332 gpm. At the fire flow pressure of 20 psi there would be an expected flow of 4,164 gpm. For more information on the location and information for Hydrant Flow Test #1, see Appendix D. Hydrant Flow Test #2 was performed on July 12, 2023. The test was performed on the 6” water main, directly in front of the project site on Excelsior Ave, as the new lateral is going to tie-into the 6” main. The test showed a static pressure of 98 psi and a residual pressure of 91 psi with a flow of 920 gpm. At the fire flow pressure of 20 psi there would be an expected flow of 3382 gpm. For more information on the location and information for Hydrant Flow Test #2, see Appendix D. Approximately 13.3 psi will be lost in water pressure within the 31-foot-tall three-story apartment complexes. The current static pressure of +/-98 psi at the building will allow delivering 920 gpm to the top floor at +/-78 psi. 2.3 Proposed Sewer System The existing 2” sewer lateral can be reused for the relocated structures. An additional 2” low pressure force main lateral will be installed for the apartment buildings, as seen in Appendix E. It is anticipated that two apartment buildings would each connect to an E-One quad station which would discharge to the County system. Therefore, two E-One quad stations will be needed. The pumps will be owned and operated by the property owner. See Appendix E for more information on the proposed sewer and pump station. Each E-One quad station will have the following design parameters: 1. Pumping rate= 11 gpm per pump with two pumps on at a time, for a total of 22 gpm pumping out of each station 2.4 Impacts to City Water and Sewer The hydrant test shows that the 6” water main on Excelsior Ave will be able to maintain adequate pressures with a new connection at the project site. The existing system pressures will also satisfy the needed fire flow at the new connection while maintaining system pressure flow to the nearby connections. The City water system serves approximately 28,000 people through 9,680 service connections. In 2022, the total water produced was 1,558,584,000 gallons, with the City’s daily average at 4,270,000 gallons. The peak water consumed was 7,125,000 gallons. The amount of water delivered through meters was 1,204,834,437 gallons. This leaves an unaccounted-for total of 353,749,563 gallons that is from City 182 EXCELSIOR AVENUE APARTMENTS WATER AND SEWER REPORT M.J. Engineering and Land Surveying, P.C. July 2023 Project No. 1583.01 Page 5 operations, flushing mains, fighting fire, water main breaks, and unauthorized use. There is sufficient capacity within the water distribution system to serve the project site as around 22% of the water produced by the City is not invoiced to customers. The proposed project would require 9,690 gallons per day from the City’s system, which is less than .0063% of the current water being used. Therefore, this project would have a minimal impact on the City’s water system. The projected peak flow of 44 gpm to the existing sewer system will have little impact, as the capacity of the existing 12” sewer is 1309 gpm (full). This capacity was approximated using the Manning Equation and a slope of .48% calculated from the manhole information in the survey done by MJ, see Appendix A. The 44 gpm of additional peak sewer flow represents 3.4% of the existing sewer pipe capacity. 2.5 District Extensions The project is located within the City limits, and as such, will not be required to extend the water district. This project is also located within the County limits, and as such, will not be required to extend the sewer district. 2.6 Financing Financing the proposed water and sewer improvements to the project site shall be born entirely by the developer of the project.
