` RE: 395 Broadway — Exterior Alterations and Addition
;
' Dear Tamie,
:,
^ . _ The Saratoga Springs Preservation Foundation reviewed the recent submissions for the exterior
alterations and addition at 395 Broadway.
Board of Directors The Foundation has determined that the proposed design does not meet the Historic Review
Michele M. Funiciello Approval Standards, Design Considerations, and the Historic District Guidelines for new
Pesident construction.
Sheila Sperling
Vice Pesident Per the Historic Review Approval Standards, Compatible Contemporary Design: Contemporary
Linda L. Harvey design for alterations and additions to existing properties may be encouraged provided it does
Secetay not destroy significant historical, architectural, or cultural material and is compatible with the
Stephen Kyne size, scale, color, material, and character of the site or surrounding neihborhood (underline
Teasue added for emphasis). Incompatible alterations shall be discouraged.
Christopher Armer
Tiffany Blair As previously stated in the Foundation's November 1 , 2023, letter, the color and overly ornate
Steven Dodds treatment of the terra cotta and metal panels steel railings cornice and canopies of the addition
Giovanna D'Orazio ' ' '
Julia Dunn are not in keeping with the materials and the restrained detailing of the existing building. The
James Gold proposed building lacks the overall design aesthetic continuity of the other buildings along
John Haller
Leigh Hornbeck Broadway.
Vincent LaTerra
Paty M°rris°n The Foundation continues to have significant concerns about the proposed color and overly
Samantha Nass . .
Michelle Paquette-Deuel ornate treatment of many of the building's features. At the last Design Review Board meeting,
Dorothy Rogers-Bullis the architect gave a presentation on the various materials that would be used. However, no
Jason Thomas detailed information was rovided about the custom desi n of man of these features. The detail

James Kettlewell approval.

In addition, the Foundation has maj or concerns regarding the proposed changes to the historically
wide sidewalk, a character defining feature of Broadway. The applicant is proposing to construct
Staff a permanent concrete wall with stairs providing access to entrances to the building. This will
Samantha Bosshart limit the sidewalk width at a prominent corner to less than 10' feet between the proposed wall
Executive Diecto and the proposed civic space along the street. It is unclear if there will be railings or planters that
Nicole Babie will be placed on the wall. Accessibility can be addressed in other ways. The concrete wall and
Membeship & Pogams stairs are not a public amenity, unlike the proposed seating and plantings along the street, and
eto
therefore are inappropriate.
Marcy Dreimiller
Administative Assistant Thank you in advance for your thoughtful consideration.
