The comments received were regarding the package for the Application for Site Plan Review for the proposed Chipotle restaurant at 12 Ballston Avenue in Saratoga Springs, NY. A response to each comment/question is provided in bold where applicable. Site Plans 4. Site Layout Sketch Plan – Sheet 2.11: c) Label transition curb R5’ at dumpster. The transition curb R5’ at dumpster has been labeled (See Sheet 2.11). e) Label concrete approach apron. The concrete approach apron has been labeled (See Sheet 2.11). 8. Utility Plan – Sheet 2.51: a) Show cleanouts just outside and adjacent to foundation wall and at all pipe changes in direction. Cleanouts have been added just outside and adjacent to the foundation wall and all pipe changes in direction (See Sheet 2.51). 12. Construction Details – Sheets 3.01, 3.02 & 3.03: c) Water service trench: • Delete following callouts: “PAVING AS REQUIRED BY TOWN/CITY/STATE, COMPACTED ROAD BASE PER CITY/STATE REQUIREMENTS and COMPACTED SUB BASE PER TOWN/CITY/STATE REQUIREMENTS.” Add: “SEE STANDARD DUTY BITUMINOUS PAVEMENT DETAIL (SS-5) FOR PAVEMENT AND SUBBASE.” The callouts “PAVING AS REQUIRED BY TOWN/CITY/STATE, COMPACTED ROAD BASE PER CITY/STATE REQUIREMENTS” and “COMPACTED SUB BASE PER
TOWN/CITY/STATE REQUIREMENTS” were deleted. The callout “SEE STANDARD DUTY BITUMINOUS PAVEMENT DETAIL (SS-5) FOR PAVEMENT AND SUBBASE” was added (See Sheet 3.03). • Delete the following callout: “APPROVED BACKFILL MATERIAL COMPACTED PER TOWN/CITY/STATE REQUIREMENTS.” Add: “NYSDOT SELECT GRANULAR FILL COMPACTED TO 95% MODIFIED PROCTOR.” The callout “APPROVED BACKFILL MATERIAL COMPACTED PER TOWN/CITY/STATE REQUIREMENTS” was deleted. The callout “NYSDOT SELECT GRANULAR FILL COMPACTED TO 95% MODIFIED PROCTOR” was added (See Sheet 3.03). • Delete the following: “APPROVED BANK GRAVEL.” Add: “SAND.” “APPROVED BANK GRAVEL” was deleted. “SAND” was added (See Sheet 3.03). d) Typical Sanitary Trench Section: Add Note 4. Note 4, which states “Bedding below the pipe invert shall be required only when noted in the owner requirements or when rock or unstable or unsuitable conditions are encountered,” has been added to Sheet 3.03. e) Hydrodynamic Separator: Extend crushed stone base 12” outside of structure all around. The crushed stone base has been extended 12” outside of structure all around. g) Storm Drain Trench: • Delete the following callouts: “PAVING PER CITY REQUIREMENTS and GRANULAR OR PROCESSED AGGREGATE.” Add: “SEE STANDARD DUTY BITUMINOUS PAVEMENT DETAIL (SS-5) FOR PAVEMENT AND SUBBASE.” The callouts “PAVING PER CITY REQUIREMENTS and GRANULAR OR PROCESSED AGGREGATE” have been deleted. The callout “SEE STANDARD DUTY BITUMINOUS PAVEMENT DETAIL (SS-5) FOR PAVEMENT AND SUBBASE” has been added (See Sheet 3.03). • Delete the following callout: “SELECT MATERIAL THOROUGHLY COMPACTED.” Add: “NYSDOT SELECT GRANULAR FILL COMPACTED TO 95% MODIFIED PROCTOR.” The callout “SELECT MATERIAL THOROUGHLY COMPACTED” has been deleted. The callout “NYSDOT SELECT GRANULAR FILL COMPACTED TO 95% MODIFIED PROCTOR” has been added (See Sheet 3.03)
• Delete the following: “GRAVEL OR” “GRAVEL OR” has been deleted (See Sheet 3.03). SWPPP Appendix – Project Narrative & Stormwater Report 22. Agree with your assessment, please include language in the SWPPP on page 10. The language from the previous Solli response has been included in the SWPPP. 27. Continue expanding time span. Runoff depths still showing “greater than.” The HydroCAD report has been revised to a time span which has runoff depth be “equal to.” We have included the revised plans (Sheets 2.11, 2.51, & 3.03) revised Project Narrative, and revised SWPPP in conjunction with this response to the comments letter. Technical Review Comments 5. Will the position of the new building structure impact sight lines looking right from the driveway Ballston Avenue? Is adequate sight distance provided?: While the placement of the building impacts the intersection sight distance for vehicles turning left out of the site driveway, it is important to note that the stopping sight distance for cars remains adequate, ensuring the ability to avoid collisions. 9. The raw turning movement counts were not included in the appendix. Please provide: Raw turning movement counts are provided in the appendix of the updated traffic impact assessment. 9. The letter notes that an approved development was included in the PM peak hour traffic volumes; however, a review of the Build volumes (Figure 6) indicates that these were not included in the assessment: Figure 6 in the traffic impact assessment has been updated to reflect the approved development trips in the PM peak hour. Synchro Analysis Review 11. The Peak Hour Factor(PHF) is different for all approaches. An overall PHF should be provided for each intersection as per the HCM. It is noted that PHF for the unsignalized driveway intersection should be based on a review of the adjacent intersection count. Based on the traffic data counts collected the PM PHF is 0.91 and the Saturday Peak Hour is 0.86. The traffic analysis has been updated to include the appropriate PHFs.
• Ballston Avenue/Hamilton Street: i. Was the traffic signal timing plan requested from NYSDOT or the City of Saratoga Springs? Was requested from the City of Saratoga Springs. ii. The recall for the protected eastbound left-turn movement is set to ‘MIN” which indicates that it is called even if a vehicle is not present. Is this accurate or should it be set to “NONE’? The recall mode has been set to “None”. iii. The northbound and southbound Hamilton Street approaches are set to ‘MAX” recall which operates as pretimed movement. Is there detection on these approaches or are they called every signal cycle for the entire green time? The signal timing data sheets provided by the City of Saratoga indicate the approaches are set to “Max”. See timing split Table 3 on signal sheet enclosed. iv. The level of service results are provided using the Synchro methodology for the Ballston Avenue/Hamilton Street intersection. The HCM 6th edition results are typically provided for signalized intersections. Please explain the reason for reporting the alternate methodology. The HCM analysis is now provided in the update traffic impact assessment. • Ballston Avenue/Site Driveway: i. A two-way left-turn lane is provided on Ballston Avenue. The left-turn lane and TWLTL storage lane was not provided in the level of service calculation. The TWLTL option has been selected within the Synchro analysis and the left-turn lane is also provided in the analysis. ii. Heavy vehicles were reported at the adjacent signalized intersection; however, no heavy vehicles were included in the driveway calculation. The heavy vehicle percentages have been applied to the site driveway. • Hamilton Street/Site Driveway: i. Through traffic on the northbound and southbound Hamilton Street approaches was not included in the analysis for Build conditions. The northbound and southbound through traffic volumes have been provided in the updated figures located in the traffic impact assessment.
12. After the traffic signal timing is revised, confirm that the westbound queue on Ballston Avenue will not extend back and impact operations of the traffic signal located approximately 270-feet to the east at US Route 9. Based on the updated analysis, the expected westbound approach 95th percentile queue during the PM peak hour is approximately 270’ and the Saturday peak hour is approximately 250’. We have included the revised Traffic Impact Assessment and Traffic Signal Timing Split Table 3 in conjunction with this response to the comments letter.
