In accordance with 6 NYCRR Part 617,the Design Review Commission classifies this request as a SEQR: C� Type II action—exempt from further SEQR review And, in accordance with the objectives, standards and guidelines contained in the Unified Development Ordinance 240-I 3.9 Architectural Review Applicability and Approval Standards, the Design Review Board issues the following decision on November I 5, 2023: C� Approve with the following conditions: Window#4 may be replaced with proposed vinyl clad wood window. Window#I may be removed in its entirety. Wood shutters to be installed in its place. Windows#2 and #3 to be restored. I was on-site for approximately 30 minutes. My findings are as follows: On the west facade, second floor, there are 3 older, historic windows (see photos 1,2, 3). Photo 1 shows what was a 6/6 window. This window dates to the second half of the 19t" Century, most likely before 1880. The sash originally had hold-open pins. Unfortunately, unbeknownst to the property owner, the lower sash was destroyed at some point in the past and single pane window tacked on top of it. Thereby rendering the window inoperable. This unit is not worth saving.As it turns out, the applicant wishes to remove this window as it falls into a bathtub area in a proposed new bathroom. So, it is my recommendation that the exterior trim framing the opening be retained and shutters be applied to infill that space on the exterior. The other two 1/1 windows on the west facade are newer, most likely from 1890 to 1920 (photos 4 and 5). These windows are operable, though they are missing sash cords. I recommend that these windows be restored. There is one wood 1/1 window on the rear, south facade of the house (photo 6). This window is not as old as the others described above and has limited historic value. While the window could be restored, replacing it would not negatively affect the appearance of the house. My conclusion is that two of the windows should be restored and two of the windows may need to be replaced. Let me know what questions you have.
