The project site is located on the western side of Putnam Street, north of the intersection with Phila Street, in the City of Saratoga Springs, New York. The proposed site development includes the construction of a private service access drive, Mixed use building, sidewalks, extension of municipal water and sewer, and stormwater infrastructure. The project site is currently in the service districts for City of Saratoga Springs Water and Sewer and therefore is proposing the extension of the City of Saratoga Springs sewer collection system and water distribution system to serve the proposed project. This narrative presents a review of the design concepts and parameters of the sanitary sewer collection system and the water distribution system for the proposed development. 2.0 Existing Conditions The existing project site consist of a vacant parcel where a previous building was demolished as part of the Brownfield Cleanup Program. The topography of the land consists of drainage towards Putnam Street. The typical slopes range from 1% to 5%. Elevations at the site vary between 274 and 282 feet above sea level. 3.0 Sanitary Sewer The proposed project will be served by upsizing the existing onsite 6” sanitary sewer lateral to a proposed 8” PVC gravity sewer collection system that will connect to the existing 8-inch gravity sewer located on the eastern side of Putnam Street. The existing sewer lateral conveys flows from 63 Putnam Street and the lands N/F of Lisa Schroeder Bevis. A bypass will be installed during construction of the new 8” sewer line to not disrupt these facility flows. A grease trap is also proposed to accommodate anticipated kitchen/ commercial use in the proposed building. The proposed sanitary sewer infrastructure will be privately owned and maintained up to the connection point of the city system. 3.1 Hydraulic Loading The proposed development will consist of 4,423 SF of commercial space and 32 Apartment units (60 bedrooms total). According to the “New York State Design Standards for Intermediate Sized Wastewater Treatment Systems”, the hydraulic loading rate for the commercial buildings have been determined based on the Typical Per Unit Hydraulic Loading Rates available in the NYSDEC 900 Route 146, Clifton Park, New York 12065 phone (518) 371-7621 - fax (518) 371-9540 e-mail: info@edpllp.com 3“New York State Design Standards for Intermediate Sized Wastewater Treatment Systems” dated March 5, 2014. • Proposed commercial square footage = 4,423 SF • Hydraulic loading rate = 0.1 GPD/ SF • Total anticipated commercial loading = 4,423 SF * 0.1 = 442 GPD Based on the Upper Mississippi River Board of State Public Health & Environmental Managers publication “Recommended Standards for Wastewater Facilities” (Ten State Standards – Wastewater) the hydraulic loading rate of 100 gallons per day per capita was used to calculated the estimated wastewater loading from the project site. The wastewater loading rate for the project was calculated as follows: • Number of Units = 32 • Number of persons per dwelling = 2.03 (2020 Census data for Saratoga Springs, NY) • Estimated Number of People = 2.03 x 32 = 65 people • Average Daily Flow = 65 x 100 gal/day/cap = 6,500 gallons per day (GPD) • Total Project Flows = 442 GPD + 6,500 GPD = 6,942 GPD • Peaking Factor = 4 • Peak Hourly Flow Rate = 19.3 gpm 3.2 Proposed Sewer Collection System The proposed sanitary sewer system on-site will consist of approximately 200 linear feet of 8-inch PVC gravity sewer with two manholes, as well as a 1,000 gallon grease trap. The proposed 8-inch sewer main will have a minimum pipe slope on the order of 0.6%. which results in a maximum allowable flow rate on the order of 440 gallons per minute. The proposed onsite sewer will be privately owned and maintained by the site owner. All gravity sewers will be designed and constructed in conformance with the City of Saratoga Springs, Saratoga County Sewer District #1 and the Ten State Standards – Wastewater. 3.3 Existing Sanitary Sewer The proposed 8-inch sewer to be located onsite will convey flows to the existing 8-inch sewer main located along the eastern side of Putnam Street. This 8-inch gravity main is currently owned and maintained by the City of Saratoga Springs and has a slope of 2.3% which results in a capacity of greater than 800 gallons per minute. The proposed peak hourly discharge from the site will be on the order of 19 gallons per minute which will be less than 3% of the total capacity of the existing sewer main. 900 Route 146, Clifton Park, New York 12065 phone (518) 371-7621 - fax (518) 371-9540 e-mail: info@edpllp.com 4The City of Saratoga Springs conveys flows to the Saratoga County Sewer District #1 trunking system and Wastewater Treatment Plant (WWTP). The theoretical daily discharge from the proposed project (6,942 gallons per day) is well within the Saratoga County Sewer District #1’s trunking and treatment capacity. 4.0 Water The proposed project will be served by the extension of an 6-inch water service from the existing 12-inch water main located within Putnam Street, into the project site and into the south side of the proposed building to provide water service and fire suppression to the building. The final size, type, and location of the water service will be per the architect and MEP. 4.1 Water Consumption It is anticipated that the water consumption for the proposed project site will be relatively equivalent to the hydraulic loading rate for the sanitary sewer. Per Section 3.1 of this report the theoretical water consumption for the project is on the order of 6,942 gallons per day. 4.2 Proposed Water Distribution The City of Saratoga Springs existing water distribution system includes an existing 12-inch water main located within Putnam Street. The proposed project will include the extension of a 6-inch water service off the existing 12-inch water main. The proposed 6-inch water service will extend approximately 90 linear feet into the project site, and into the proposed building on the southeast side. The construction of the water system will include all the necessary valves, fitting and service connections. The proposed water distribution system infrastructure will be constructed in accordance with the City of Saratoga Springs, NYS Department of Health requirements and the Great Lakes Upper Mississippi River Board of State Public Health & Environmental Managers publication “Recommended Standards for Water Works”. The proposed water distribution system will be privately owned and maintained by the owner and will be metered accordingly per the City of Saratoga standards. 4.3 Operating Pressures and Fire Flows The hydraulic grade line of the City of Saratoga Springs water distribution system is on the order of 495 feet above sea level. The proposed project site has proposed grade elevations between 274 to 282 feet above sea level. Based on these elevations the static pressures on site should be on the order of 92 psi to 90 psi during normal operating conditions. Hydrant flow testing water performed by EDP and the City of Saratoga Springs on Putnam Street which resulted in an estimated fire flow on the order of 4,409 gpm was observed at the hydrant immediately adjacent to the project site. This is greater than the 3,750 gallons per minute required by the NYS Fire Code fire for the proposed apartment units. Summary The proposed project will include extension of the City of Saratoga Springs sanitary sewer collection system and water distribution system in order to serve the proposed development. Upon completion of construction both the water and sewer mains will be privately owned and maintained. Both the City of Saratoga Springs water system and sewer system have the capacity to serve the proposed project.
