HomeMy WebLinkAbout20230905 35 Newton Final Subdivision Engineering Report1 Klepetar Subdivision Engineering Report – Residential Subdivision 35 Newton Avenue Saratoga Springs, NY 12866 Tax Parcel ID 165.57-1-60.1 Prepared By: Jared Heinl, PE/RLA NYSPE No: 088297 Introduction: This Engineering Report has been prepared to accompany an application for a residential 2-lot subdivision. Information contained herein describes existing and proposed conditions and generalized information on approximate water usage and wastewater discharges. The property owner, Colin Klepetar, proposes to subdivide an existing 0.26-acre parcel of land located at 35 Newton Avenue into two single-family residential lots. All existing structures are proposed to be removed. Sale and development of the specific parcels will occur at an undetermined time after subdivision approval and the owner may elect to retain one or both parcels for their use. Existing Conditions The site, 35 Newton Avenue, is located on the West side of Newton Avenue, approximately 107 feet North of the intersection of Newton Avenue and Division Street in the City of Saratoga Springs, New York. The lot has an existing one-bedroom single-family home and a detached one-car garage. The garage is accessible via an asphalt driveway on the northern portion of the property and there is a small asphalt walkway from the driveway to the residence. The property is a mix of lawn areas, perennial gardens, some smaller trees towards the rear of the property, shrubs scattered throughout the property, and a large maple tree in the center. The land descends from the Northeast to the Southwest with a average grade of approximately 3.5%. The project is located within the City of Saratoga Springs Water and Sewer District. Lot 2 currently has connections to both municipal water and sanitary sewer. Existing Conditions are depicted on the Drawing Titled “S2 – Existing Conditions and Details, Klepetar Subdivision” prepared by Tompson/Fleming Land Surveyors, PC and dated November 1, 2022 and provided accompanying this Report. Proposed Use The parent parcel is proposed to be subdivide into two, approximately equal lots for proposed single family residential structures. The proposed subdivision and improvements are depicted on the Drawing Titled “S1 – Subdivision Plan, Klepetar Subdivision” prepared by 2 Klepetar Subdivision Tompson/Fleming Land Surveyors, PC and dated November 21, 2022 and provided accompanying this Report. Development on each lot would be in compliance with the requirements listed in Article 3: Table 3-A: Residential Districts Dimensional Standards of the City of Saratoga Springs Unified Development Ordinance combined with the relief granted via the area variance (#20230048) determined by the Saratoga Springs Zoning Board of Appeals on April 24, 2023. Sanitary Sewer The proposed project will be served by individual sewer services connected to the existing gravity sewer main located along Newton Avenue. Lot 2 has an existing connection that is anticipated to remain while a new 4” diameter lateral connection is required for Lot 1; this lateral is proposed to connect directly to the existing main as depicted on Drawing S-1. The closest sanitary manhole is located on Newton Avenue directly in front of Lot 1 and appears to convey municipal wastewater discharges to the south. Sanitary sewage loading for each of the two lots has been estimated at approximately 440 gallons per day per lot , based upon the standard loading rates defined in the “NYSDOH Wastewater Treatment Standards, Residential Onsite Systems - Appendix 75-A”. Values are based on an assumed new 4-bedroom residence construction and a loading rate of 110 gallons pe r day per bedroom. The net project increase above the existing 1-bedroom residence is approximately 770 gallons per day. Water The proposed project will be served by individual water services connected to the existing water mains located along Newton Avenue. Lot 2 has an existing connection that will remain while Lot 1 will be served by a new service connection to the water main along Newton Avenue. New water consumption is estimated to be approximately equal to the wastewater flow rates at 440 gallons per day, per lot and a net increase of 770 gallons per day in total for the proposed project.
