HomeMy WebLinkAbout20230868 2356 State Route 50 Sketch Site Plan Narrative GRACE FELLOWSHIP – SITE PLAN PROJECT NARRATIVE October 12, 2023 INTRODUCTION The proposed project is located at 2356 State Route 50 on a 5.09 acre parcel having a tax ID of 191.-1-50. The proposed Grace Fellowship Site Plan proposes the development of a 30,450 square foot church in the City of Saratoga Springs, New York. The proposed site plan includes one (1) two story building with a footprint of 20,300 sf, associated parking areas, utilities and landscaping. One half of the proposed church will consist of 20,300 sf of office and administration space on two stories for operating the church and its activities. The second half of the church will be a 10,150 sf place of worship with cathedral ceilings. The applicant for the proposed development is Dave Triller, 1487 Saratoga Road, Ballston Spa, NY 12020. EXISTING CONDITIONS Existing Land Use and Zoning The project site includes one parcel located at 2356 State Route 50 having an area of ± 5.09 acres. The tax map identification number for the parcel is 191.-1-50. The parcel is zoned GC-R – Gateway Rural Commercial District as defined by the City of Saratoga Springs Zoning Ordinance. A general overview of the surrounding land uses in the area includes commercial, and forest. The proposed development is consistent with the current land uses in the surrounding area. Wetlands and Streams The project area contains ACOE regulated wetlands totaling 0.042± acres. The wetlands continue offsite to the southeast. Soils According to maps from the Natural Resources Conservation Service (NRCS) of Saratoga County, the onsite soils are classified as follows: • Deerfield Loamy Fine Sand: This is a very deep, moderately well drained soil formed in glacial fluvial deposits. It is found on outwash terraces, outwash plains, outwash deltas and kame terraces. The surface runoff is negligible to low. Hydrologic Soil Group A. • Windsor Loamy Sand: This is a very deep, excessively drained soil formed in outwash or eolian deposits. It is found on dunes, outwash plains, deltas, and outwash terraces. The surface runoff is low. Hydrologic Soil Group A. PROPOSED CONDITIONS The proposed Grace Fellowship Site Plan proposes the development of a 30,450 square foot church in the City of Saratoga Springs, New York. The second half of the church will be a 10,150 sf place of worship with cathedral ceilings. 2 of 2 For a place of worship, the City of Saratoga Springs Zoning Code requires 1 parking stall per 10 seats. For office space, the City of Saratoga Springs Zoning Code requires a minimum of 1 parking stall per 300-sf of floor space. There is a total of 350 seats which will require 35 stalls, and 20,300 sf of office space which will require 68 stalls for a total of 103 stalls required. The applicant has indicated that the proposed 144 stalls is needed based off of similar sized facilities. PROPOSED INFRASTRUCTURE Driveways & Access The development will include one new curb cut along NYS Route 50, directly across from the New York State Environmental Conservation Office. The curb cut is proposed to be a two way entrance designed to meet the standards and specifications of the NYSDOT. Preliminary Stormwater Management Drainage Plans Stormwater will be managed on-site using green infrastructure run-off reduction practices and stormwater management facilities. Stormwater management practices will be addressed in a project specific Stormwater Pollution Prevention Plan (SWPPP). Stormwater control practices will be designed and implemented in accordance with all NYSDEC technical standards and the City of Saratoga guidelines. The stormwater management systems and appurtenances will be designed and constructed in accordance with all local, state, and federal requirements and are proposed to be operated and maintained by the Owner. Preliminary Sewer and Water Plans There is an existing water main along the northwest side of NYS Route 50. The development proposes one new connection to the watermain along NYS 50 to service the proposed building. There is currently no public sanitary sewer along the frontage of the property on Route 50. The project proposes a sanitary extension south east along Route 50, and east along Hutchins Road, ultimately connecting to the existing manhole at the intersection of Hutchins Road and Hathorn Boulevard. The sanitary extension will be designed and coordinated with the City of Saratoga Springs DPW, NYSDOT and the Saratoga County Sewer District No.1. SUMMARY The Grace Fellowship Site Plan is proposed in accordance with the GC-R zoning requirements and the City of Saratoga Springs Comprehensive Master Plan. The project is not anticipated to have an adverse impact on surrounding property owners or businesses. The development will uphold the City’s vision by working with existing land features, employing requirements guidelines, and appropriately enhancing the West Ave corridor in the City of Saratoga Springs. The applicant and the applicant’s engineer look forward to advancing this project with the City of Saratoga Springs.
