HomeMy WebLinkAbout20230847 395 Broadway Two Story Addition Sketch Site Plan Narrative 395 Broadway Sketch Plan PROJECT NARRATIVE October 2, 2023 INTRODUCTION The proposed 395 Broadway Sketch Plan project site is located at the intersection of Broadway and Division Street in the City of Saratoga Springs, Saratoga County, New York. The project site consists of a single parcel of land containing 0.80 acres with tax map number 165.59-1-88. The project proposes the renovation of the existing two-story building and construction of two additional stories above for the corporate offices of Prime Group Holdings. Site improvements will include civic spaces on Broadway and Division Street, parking lot security, ADA accessibility, landscaping, and utilities. The applicant for the proposed redevelopment is Lisa Moser with Prime Group Holdings at 85 Railroad Place, Saratoga Springs, NY 12866. EXISTING CONDITIONS Land Use and Zoning The 0.80-acre project site is located within the UC Urban Core District as defined by the City of Saratoga Springs Unified Development Ordinance (UDO). The corner lot is urban and currently occupied by a two- story building and parking lot. The existing building is the location of the former Fingerpaint facility and Borders Bookstore. The surrounding land uses include commercial retail, offices, restaurants, and multi- family residential. The site is within the City of Saratoga Springs Central School District. Wetlands and Streams There are no wetlands or streams on or within the vicinity of the project site. PROPOSED CONDITIONS The proposed project includes the renovation of the existing two-story building and construction of two additional stories above for corporate offices. The existing parking area located west of the existing building will be improved. The UDO does not require vehicle parking in the UC district but does require bicycle parking. Bicycle parking has been provided based on the gross square footage of the building addition. The third and fourth floors total 19,510 square feet, which at 1 bicycle per 1,500 square feet equates to 13 bicycles. The UDO requires 20% of the bicycle spaces to be long term (indoors or fully covered). Bicycle parking is provided at the northwest corner of the parking lot and the 3 long term bicycle spaces are provided inside the building. The parking area will include new security fencing, a sliding gate at the parking area entrance, and electrical utility improvements. Based on discussions with National Grid, 4 existing overhead utility poles will be removed and replaced with transformers, switchgear, generator and underground electrical conduit to the building. The parking area will be re-striped to contain a total of 45 on-site parking stalls. 395 Broadway Sketch Plan 2 of 2 Project Narrative 10/2/2023 The existing parallel parking along Broadway and Division Street will accommodate a total 14 parking stalls. The existing civic space area along Broadway will be reconfigured to provide improved ADA accessibility from Broadway to the newly renovated building. A second civic space area is proposed at the southeast corner of Division Street and Woodlawn Avenue. PROPOSED INFRASTRUCTURE Water and Wastewater The total anticipated water and sewage (wastewater) demands for the proposed development is estimated to be 6,970 gallons per day. The existing facility has a demand of approximately 3,485 gpd, therefore the proposed development has a total new demand of approximately 3,485 gpd. Water and sanitary sewer supply will be provided by the existing service connections. The water and sanitary sewer systems and appurtenances shall be designed and constructed in accordance with all local, state, and federal requirements for dedicated to the appropriate entity. Stormwater Stormwater generated from the proposed impervious surfaces will be managed via the existing stormwater collection systems. SUMMARY The 395 Broadway Sketch Plan is consistent with the City’s vision outlined in the City’s Zoning Law by working with existing land features, employing the zoning guidelines, and providing additional development opportunities to the City of Saratoga Springs. The applicant and the applicant’s engineer look forward to working with the City of Saratoga Springs to advance this project.
