Treatment Plant Capacity
The Liberty at Saratoga development project proposes to gravity flow the project sanitary sewer from
the site to a private on-site pump station. The on-site pump station would discharge via a pressurized
force main to the City of Saratoga municipal sanitary sewer within Jefferson Street. The Jefferson Street
City sewer then flows gravity to the existing pump station at the intersection of Crescent Avenue and
Jefferson Street, owned and maintained by Saratoga County Sewer District No. 1 (SCSD). Once
entering the SCSD network, wastewater is conveyed to the SCSD Wastewater Treatment Plant (WWTP)
located in Mechanicville, New York.
On September 12, 2023, you noted via email, that NYSDEC will require confirmation that the existing
SCSD Wastewater Treatment Plant can support the additional demand created by the Liberty at
Saratoga development project. The information provided below documents that the WWTP has
adequate capacity to support the proposed project.
The State Pollutant Discharge Elimination System (SPDES) discharge permit for the SCSD WWTP
(SPDES Number: NY0028240) indicates that the WWTP is currently permitted to discharge a monthly
average of 22 MGD of effluent to the Hudson River. This value was reduced from 43 MGD in March
2022 as reflected in the permit. Per the effluent chart provided by the US EPA Enforcement and
Compliance History Online (ECHO) database, the monthly average effluent flow from the WWTP for the
month of July 2023 was 18.2 MGD. Therefore, under the current permit, the WWTP operates below
permitted capacity. The table below shows the reported effluent flow from the WWTP from August
2022 to July 2023.

The anticipated average daily wastewater demand for the project site is approximately 34,320 GPD
(0.03 MGD) with a peak hourly rate of approximately 137,280 GPD (0.14 MGD). Added to the reported
discharge rates above, the anticipated effluent discharge from the plant would remain below 22 MGD.
Therefore, the SCSD WWTP can support the proposed project. A submission will be made to NYSDEC
with this information for their concurrence.
