Broadway Saratoga Springs, NY 12866 Involving the premises with tax parcel nos. 178.27-1.44, 165.83-2-35. 165.83-2-36 in the City of Saratoga Springs, on an application for site plan review fora proposed € 20-room hotel and associated site work in the Transect - 5 iT-5i district. In accordance with ry n guidelines objectives, standards and garde a es contained in the City Zattirrg Ordinance, chapter 240, article 7.2 "Site Plan Review". the Planning Board issues the following decision on February 25, 2021 (passed 7- 0 in favor: Torpey. Boivin, Morton, Faboxzi, Bonitatibus, Mayo, Doty): L Approve with the following conditions: • Continue to work with DPW and DPS to achieve an agreeable closure of the existing curb cut onto the city owned paper street behind commercial tenants on South Broadway. • This abovementioned curb cut closure also includes rerouting access to the commercial tenants on South Broadway from Gurtler Ln., implementation of such plan shall be revisited periodically with DPW, DPS. and the applicant prior to signing of final plans by the Chair; such discussions shalt be documented and included in the project fire. • The applicant will continue to coordinate with DPSV and DPS on a long-term basis and design the hotel parking area with sufficient flexibility to connect to the commercial tenants on South Broadway after an agreement has been achieved regarding the curb cut closure. • Design and install the intersection, improvements to Whitney Place at Lincoln Ave., including curb extension, striping, centerline and stopbar, signage, and crosswalk. Construction shad be to the satisfaction of DPW and DPS. • Add area shown as parking spaces I and 2 to the public access easement. The purpose of tine public access agreement is to allow for a safer- and more efficient traffic flow after the curb cut closure issue has been resolved. • The specific language within the public access easement shall be to the satisfaction of the City Attorney prior to signing of final plans, • Tree protection measures, to be installed for the two trees to be preserved, shalt be verified by the City Arborist prior to any site work. • A vegetative buffer shall be sufficiently mairimned to screen the parking lot from Gurtler Lane • Final plans shall be provided to the satisfaction of the City`s designated engineer and DPW. Page I of 2 The applicant is required to: I Deliver a letter of creditor cash escrow in the amount approved by DPW to the City per Article 7.2,15 of the Zoning Ordinance. This must occur prior to final signature by the Planning Board Chair. 2. Submit one (1) mylar and two (2) paper copies of the final approved site plans for signature by the Planning Board Chair within eighteen 1181 months of approval as per Article 7.2.12 of the Zoning Ordinance. Note: this approval shall expire. within eighteen (18) months of the signature of final plans if the applicant has not started actual construction as per Article T2.14 of the Zoning Ordinance.
