Ingalls & Associates, LLP has received comments from Reuben Hull, PE of LaBella PC (LaBella), dated May 22,
2023, regarding the proposed mixed-use development at 126 West Avenue. We offer the following
responses.
Complete Streets Checklist
Comment 3: The Complete Streets Checklist identifies that off-roadway bike accommodations are included in
the proposed design. The site plans show a 5’-wide concrete sidewalk which is typically intended for
pedestrian circulation, but no other off-road bike paths. Please clarify.
The applicant has indicated that off-roadway bike accommodations are not opposed. The Complete
Streets Checklist should be updated accordingly.
The complete streets checklist has been updated to include off-roadway bike accommodations;
however, the checklist also indicates there are no bicyclist accommodations in the proposed design:
Please clarify the discrepancy and describe how the off-roadway bike accommodations are being met.
Response: A bike rack is proposed on the site and shown on the Site Plan.

Comment 9: Please clarify on the site plans that the proposed accessible space will be van accessible with
appropriate signage.
The applicant has indicated that the plans have been updated to clarify the van-accessible parking
requirements; however, Detail 13, Sheet 8, however the details appears unchanged. Please clarify that
the accessible space will be van accessible with appropriate signage.
Response: The accessible parking detail has been added to sheet 8 as detail 14.

Comment 12: Please provide a detail showing how the proposed 6” underdrain connects to the proposed dry
swale on northeast side of site.
The applicant has clarified the connections to the catch basin on the northeast side of the s ite. The
applicant has also indicated that the norther underdrain daylights on the slope surrounding the dry
well. The plans show a direct connection to the dry well from the porous pavement underdrain and the
8-inch storm sewer from the southwest. The plans should be updated to show where each of these
pipes daylight or connect, the inverts should be identified.
Response: The invert of the 8-inch storm sewer is included on the referenced detail and Grading Plan.
Likewise, the 4” underdrain invert locations and elevations are shown on the grading plan.
Comment 14: CB-2 is proposed to be installed on top of an existing 12-inch storm sewer to facilitate a new
inlet connection. Please provide a detail for the doghouse structure required or add information to Detail 5,
Sheet 7 showing how the structure will be installed over the existing pipe .
The applicant has added notes to the plans indicating that the catch basin will be installed during dry
weather conditions. The plans should account for the potential for I/I in the pipe system during dry
weather conditions, and address installation methods if it is impractical to install the structure during
dry conditions.
The applicant has provided a response noting soil conditions and alternative installation. The
applicant’s response is acceptable. The methods of addressing potential I/I that are outlined in the
response need to be added to Note 3 of Detail 5/8.
Response: The response information regarding I/I in the pipe system has been added as a Note on the
Grading and Utility sheet 5.
SWPPP
Comment 23: A filter strip is proposed to treat SC-204. The filter strip design worksheet identifies a boundary
spreader in the form of a gravel diaphragm at the top of the filter strip. Please detail the gravel diaphragm on
the stie plans.
A gravel diaphragm detail has been added to the plan as Detail 6, Sheet 6. The proposed location and
extents of the gravel diaphragm must also be shown on the plans.
The proposed location of the filter strip is indicated on the plans. The location and extents of the gravel
diaphragm must also be shown.
Response: The gravel diaphragm has been labeled on the Grading Plan.

Comment 1: Labella feels that the City Arborist should review the response to C4.b., and the remaining
comments have been addressed to the satisfaction of this office.
Response: Acknowledged.
C1. Sheet 2 – Existing Conditions/Demo Plan:
a. Existing sewer lateral not connected to street manhole as shown. Tie-in likely just downstream
of manhole.
The applicant has updated the plans to show the existing Grand Avenue sanitary lateral
connection downstream of the existing manhole. The applicant proposes connecting to the
sanitary lateral on West Avenue and it does not appear that the Gran d Avenue lateral will be
used.
Response: Acknowledged.
C2 Sheet 3 – Site Plan:
a. Show proposed street addresses for office, apartments, and townhomes.
Proposed street addresses have been added to the plans. The City has indicated that addresses
shown are not in accordance with City requirements. The City will provide the applicant with the
address numbering protocols.
The applicant has indicated that Street Addresses have been updated to follow the City Street
Naming and Numbering Policy & Procedures.
b. Show existing sidewalk in lighter line-type to differentiate from proposed.
The existing and proposed sidewalk line weights have been adjusted but are still difficult to
differentiate. Shading, darker line weights, or an area callout might better differentiate the
limits of the new work.
Line weights and shading have been revised.

C3 Sheet 4- Grading and Utility Plan
a. Verify 8 x 2 TS/V is available. Specify type and size on plan.
The applicant has indicated that the 8X4 TS/V is available and will be reduced to 2”, and the
detail has been updated accordingly.

b. If units are individually owned, how will water/sewer main maintenance and repair
responsibility be assigned.
The applicant has indicated that maintenance will be managed through a Condominium
Association.

c. Provide invert of existing sewer stub off West Avenue for proposed connection. Specify SDR
rating of sewer laterals on the plans.
The applicant has considered an assumed sewer depth of 5 feet; the true invert would be field
verified. It is noted that the sewer main on West Avenue has a depth of 5.85 feet.
Response: Acknowledged.
d. Consider connecting 6” porous pavement underdrain to CB-1 for pipe cleaning access.
The applicant has updated the plans to make a direct connection.
Response: Acknowledged.
C4 Sheet 6 – Lighting & Landscape Plan
a. Provide (3) Sternberg lights on West and (3) on Grand, approximately 70 feet apart per the
attached plan.
The additional street lights have been added in the approximate locations requested by the City.
Response: Acknowledged.
b. Per City Arborist, remove trees behind the sidewalk on West Avenue. Locate new trees on West

Ingalls & Associates, LLP, and Cotler Architecture, DPC. have revised the site plan, floor plans, and building elevations
for the proposed mixed-use development at 126 West Avenue, Saratoga Springs New York to address comments
received at the February 15, 2023 Design Review Board (DRB) Meeting. Please find the attached enclosed plans and
brief narrative below outlining the plan updates.
Increased Townhouse Building Height from Two (2) to Three (3) Floors
To address scale concerns between the proposed townhomes and attached office building, as well as other larger
multi-use buildings on West Avenue, the townhouses have been increased from two (2) stories to three (3) stories. The
floorplan for the townhomes has also been modified to add a front facing porch at the face of the building, balcony on
the third floor and a rear facing balcony on the second floor.
Simplified Roof Line
The rooflines between the office and the townhomes have been simplified to reduce the varying different heights. A
single break has been added between Townhouse 2 and Townhouse 3 to accommodate site grading.
Increased Distinction between Townhouse Units
The DRB noted the previous lack of distinction between the different townhouse units. Architectural elements have
been added to the front building elevations, including large glass tower features to add increased separation between
the townhomes while maintaining the same overall character.
