TOOHEY (Of Counsel) August 3, 2023 City of Saratoga Springs Planning Board 474 Broadway Saratoga Springs, NY 12866 Via in -hand delivery and email Re: 118 and 121-125 Woodlawn Ave, Saratoga Springs — Second Supplemental Submission and Response to Planning Board Comments Dear Board Members, As you are aware, our firm represents EC Woodlawn Van Dam Property LLC (the "Applicant") with respect to the development of the above -referenced properties as a Private/Social Club, as such use is defined in the Unified Development Ordinance (the "UDO"). One concern that has been raised by members of the public and members of the Board is the sufficiency of the on -site parking available for the proposed Social Club. Although the Applicant has demonstrated that the parking lot re -development at 121-125 Woodlawn will provide sufficient parking according to the requirements of the UDO (10,502 sq. ft. of GFA, requiring 22 parking spots), the Applicant has made efforts to reduce the concerns voiced at the prior appearance and in the public written comments. Enclosed herewith is a redacted Letter of Intent executed by Bob Moser, one of the members of the Applicant and proposed founders of the Not -For -Profit Club, in which he has agreed in principle to purchase 557 Broadway in Saratoga Springs — tax parcel 165.44-1-42 ("557 Broadway"). 557 Broadway is a pre-existing parking lot, which is paved and striped to serve 10 vehicles. It is located approximately 150 feet from the entrance to the parking lot of 557 Broadway to the entrance to the Club at 118 Woodlawn, making it very easy to walk from the parking lot to the Club. If the Board approves of the Applicant's special use permit, 557 Broadway will be purchased by Mr. Moser and leased to the Club for the Club's use. 557 Broadway is located on the corner of Van Dam and Wiswall Lane, with vehicle access coming directly from Wiswall. With the addition of the spots located at 557 Broadway, the Applicant will be increasing the dedicated parking by nearly 50% over the UDO requirement. It is the Applicant's request to the Board to consider this proposed solution to the issue raised regarding the sufficiency of the off-street parking. If the Board feels that this will mitigate any concerns, the Applicant requests a response at the meeting this evening in order to enter into a formal contract with the owner of 557 Broadway to effectuate the purchase.
