Amanda,
You have informed me that there are questions regarding the applicable zoning treatment of gutters.
Our standard policy is not to consider gutters as part of building coverage or to include gutters as
impermeable surface area. We do not require gutters to be shown on surveys submitted to conform
zoning compliance.
To the best of my knowledge, this is consistent with past practice and interpretation . Gutters are usually
installed after the completion of any permitted work, and do not require a building permit to install by
themselves. Gutters can be an effective method for mitigating potential stormwater impacts to the
subject property or adjacent properties. Basically, we have never considered gutters to have any impact
on zoning compliance, and I am not aware of any compelling reason to do so.
