A DVISORY O PINION
In consideration of the Request for an Advisory Opinion by the Planning Board
PB App #20230143
Two Lot Subdivision
17 Park Place
Saratoga Springs, New York 12866
involving a proposed two-lot subdivision with subsequent single-family home and detached accessory structure on
each lot within the Urban Residential-4 District, tax parcel #165.84-1-1.2, within the City of Saratoga Springs.
Following discussion on this matter on June 7, 2023, the Design Review Commission offers the following with
the FEAF Part 2, Numbers 9. Impact on
Aesthetic Resources, 10. Impact on Historic and Archeological Resources, and 18. Consistency with Community
Character:
Unfavorable Opinion
Considerations:
The Design Review Board has determined that the subdivision of this lot is not appropriate, as it would
negatively affect the consistency and character of the neighborhood. The neighborhood along Park Place
has historically and characteristically larger lots with large, prominent primary structures and often a smaller,
detached accessory structure toward the rear. A corner lot would typically contain a larger structure with
potentially a secondary structure in the rear.
Should the Planning Board, however, decided to approve a subdivision, the Design Review Board would like
to provide the following feedback regarding the proposal as presented this evening:
1. Lot 1 fronting on Regent St. is appropriate
2. Access to Lot 1 from Regent St is appropriate
3. If a garage is proposed, it should be detached and subservient to the primary structure and
located toward the rear of the property.
Should the Planning Board have any additional questions regarding the proposed subdivision and subsequent
structures, please do not hesitate to reach out.
