HomeMy WebLinkAbout20220613 38 Beekman Demolition 7.5.6.B Demolition Criteria Response May 4, 2023 Ms. Tamie Ehinger, Chair Design Review Board City Hall 474 Broadway Saratoga Springs, NY 12866 RE: 38 Beekman Street - Demolition Dear Ms. Ehinger, Board of Directors The Saratoga Springs Preservation Foundation received an email notice from the property Michele M. Funiciello owner, Eric Pankonin, that additional documentation has been submitted to the Design President Review Board for further consideration of the application to demolish 38 Beekman Street. Sheila Sperling At his request, I am providing this letter to confirm that I met with him on two occasions. Vice President Linda L. Harvey On September 2, 2022, I toured the building, including both floors and the basement, with Secretary Eric and Robert Flansburg. The foundation of the building was in good condition except Stephen Kyne for a portion of the rear wall where it had collapsed. Based on my assessment, I believe Treasurer that the foundation can be reasonably repaired and does not require the structure to be Tiffany Blair moved to allow for an entire new foundation to be constructed. Favro On March 20, 2023, I met with Eric to discuss and review rehabilitation cost estimates John Haller Vincent LaTerra along with comparable property and rental values. At that time, I recommended that he Patty Morrison contact the New York State Historic Preservation Office to see if the property would be Samantha Nass Dorothy Rogers-Bullis eligible for state and federal rehabilitation tax credits. Jason Thomas Maddy Zanetti The Foundation has not yet had an opportunity to review the additional information that James Kettlewell has been submitted. It continues to recommend that the Design Review Board review the emeritus proposed demolition under section 7.5.6.B. Structures with Architectural or Historic significance of the Architectural Review Ordinance. As part of meeting the criteria for demolition, an acceptable post-demolition plan is required. At this time, the Foundation Staff reserves additional comment until it has reviewed the recently submitted materials and the Samantha Bosshart proposed post-demolition plan.
