The City's comprehensive plan regarding Industrial zoning states "Adjacent residential neighborhoods should be adequately buffered from the Industrial uses. Additional buffering and screening may be required to enhance public rights-of-way and ensure land use compatibility. Looking forward, this designation will allow for research and development, “green and clean” technologies, and semiconductor, computer hardware, software and related technological, administrative, sales, and engineering facilities" (from the 2015 Comprehensive Plan, pg 60). The site plan for this project does not align with these principles, especially when considering the confluence of goals given the site’s proximity to residential neighborhoods, being surrounded by CDD, and the location within the Country Overlay. The planning board needs to reconsider the site plan fully accounting for these goals, complete the required Conservation Analysis (which has not been done by the developer), and the re-evaluate the site plan, particularly the devastating impacts of clear cutting 22 acres of forest. Not only will this impact the natural corridor along Adams Road, but the proximity of this facility to residential neighborhoods and the Geyser Road Elementary School and Veterans Memorial Park must be evaluated. Lastly, the impact of more heavy industrial activity in this area must be thoroughly examined in light of the City’s plan for future “green and clean” industrial development. The nearby residents, students/employees of the Geyser Road elementary school, and citizens who use Veterans Memorial Park are already negatively impacted by the existing operations in the industrial park. Noise pollution is significant and creates an increase in background ambient noise due to the 24/7 operations of other facilities in the industrial park. The toxic air pollutants emitted from this industrial park alone account for over 30% of all air toxics emitted by all polluters within Saratoga County. Underscoring the air toxics issue, New York State DEC is currently investigating several complaints from citizens related to toxic air quality in the residential neighborhoods abutting the industrial park. Weather conditions frequently lead to air inversions where toxic emissions are trapped at ground level, leading to potentially dangerous exposures to residents and students. Students who have attended Geyser Road Elementary experience frequent toxic smells and associate their time at the school with such smells. The EAF submitted by the developer indicates that no air pollution or noise pollution will result from the proposed plastic manufacturing operations. This is atypical of plastics manufacturing, which is known for heavy emissions of VOCs and HAPs. The accuracy of the EAF must be verified by the Planning Board, accompanied by a multi-factorial assessment of the full impacts to environmental quality and human health accounting for its proximity to residential communities, the elementary school, and within the Conservation Development District.
