To the Saratoga Springs Planning Board:
I would like to comment on the proposed project by Munter Land Holdings, LLC involving the
clearing of land north of Adams Road for a new industrial site.
As you know, Article 11 of the UDO requires that, before any tree cutting takes place, the
project applicant conduct a complete inventory of all significant trees. A significant tree is a
deciduous tree over 12” DBH and a conifer over 24 inches DBH. The applicant must provide a
landscape plan reflecting the need to preserve as many existing significant trees as possible
in site design, and to mitigate the removal of significant trees through the planting of new
trees. An amendment to the section of the UDO dealing with land disturbance activity
permits, recently approved by the City Council, ties the issuance of a permit to the landscape
requirements of Article 11.
Because it is unlikely that the full number of significant trees to be removed during clearing
for the proposed use can be replaced by new planting, the planning board should consider
working with the applicant to apply the landscape credit, and thereby preserve as many
existing trees as possible. UDO section 11.9.D. provides that “Every significant tree that is
preserved within a required landscape area is credited as two required trees.”
A number of considerations would support increased protection of the undeveloped forested
character of the Adams Road corridor. The Comprehensive Plan includes north side of Adams
Road in the country overlay area, or Greenbelt. The city’s current Open Space Plan designates
Adams Road as a scenic rural road and recommends that the undeveloped character of the
road corridor be maintained. Adams Road is also named in the city’s Natural Resource
Inventory as an important part of the city’s network of rural roads. Also, Adams Road is the
boundary between the project’s industrial zone and the existing and future homes within the
RR zone.
It appears that the obligation of the applicant to mitigate the removal of significant trees
during site development could at least partially be met by an extension of the no-cut buffer
along Adams Road, crediting 2 trees for every significant tree preserved – the farther, the
better.
Thank you for your help in protecting our urban forest and the important scenic and open
space resources of our city.
