Comments I am a resident of Adams Road, PhD, and Mother of 2 children,
and I am asking the Planning Board to delay the vote on the
20230008 Duplainville Site Plan (Munter/Soleno)
until appropriate data is achieved.
1.) The City of Saratoga Springs 2015 Comprehensive Plan,
Adopted by City Council 6/16/15 classifies the parcel of land as
Conservation Development District (CDD) and IND on pp. 65-
66. Per pp. 58-59, “Development in this area shall require a
“conservation analysis” and utilize land conservation methods
to protect environmentally sensitive areas and features,
minimize the development’s edge effects and conserve
significant open space. Following a “conservation analysis” by
the City, constrained lands, along with at least 50 percent of the
site’s developable open space, shall be set aside as permanent
open space through a conservation easement.”
Per Munter Land Holding’s Environmental Assessment Form
Page 2 section C.2.a “Does the [municipally-adopted
comprehensive land use] plan include specific
recommendations for the site where the proposed action would
be located?” Munter checked “no”. Additionally, Page 8 section
ii, “Will the proposed action remove existing natural barriers
that could act as a noise barrier or screen?” Munter also
checked “no”.
Munter’s response is contradictory to City Council Plans and
this must be addressed. As the parcel of land is in fact partial
CDD, how and when will Munter readjust their Site Plan and
acquire a conservation analysis?
A complete and careful environmental and traffic review is
warranted to ensure that City Council Plans are being adhered
to and our neighbors in SW Saratoga, Geyser Elementary
School, and Adams Road are not subject to serious safety risks
from the proposed 20230008 Duplainville Site Plan.
