Comments When I viewed the documents submitted to the Planning
Board, I was offended to see how our neighborhood has been
literally and figuratively erased. As I am limited to one photo, I
attach it here to inform you that there are five homes directly
across the road to the south, one abutting the parcel to the
west, and several who back up to Adams Road. So hello
Planning Board, a vibrant and lovely neighborhood is situated
on Adams Road and there are 100s of homes adjacent to our
south. Several of homes have FEMA designated wetlands in
the front, and we all border the Ballston Spa Water District. The
Munter property is in a CDD. Please investigate and act to
represent us as well as industrial projects.

Comments Dear Planning Board Members:
I ask that you delay your vote on the Munter-Soleno Proposal,
Project 20221117 until you fully consider the concerns of the
neighbors who live along or nearby Adams Road as well as
those of other interested parties. The requested delay in voting
is not a tactic to prevent development, but a strategy to reach
consensus on concessions and compromises that can then be
articulated in an updated written proposal to the Planning
Board.
In a nutshell, our major concerns are:
• the clear cutting of 23 acres of trees and the multiple harms
that will result;
• whether the Project conforms to the City’s and Planning
Board’s own guiding documents (e.g., Comprehensive Plan of
2015; No Cut Buffer Policy of 2018);
• lack of clarity as to the specifics regarding setbacks, fencing,
noise abatement, hours of operation, and traffic impact along
Adams Road;
• Soleno’s “need” for deforesting the entire 23 acres and its
plans for Phase 2.
The proposal states that the project will have “no adverse
visual impact” (although the plan is not to “selectively cut” but to
clear cut), and that noise “will not have adverse impacts to
adjacent neighbors” although the stockpiling of the
manufactured pipes that will be as large as 16 ft in diameter will
begin at 7am (imagine the beep, beep, beeping of the
payloaders). Munter has also informed the Planning Board that
there is no neighborhood opposition. Not so. We are many; 45
of whom met with him and Soleno, who have significant
unanswered questions and a strong commitment to preserve
the rural character of Adams Road.
We understand that the Munter Land Holdings property is
zoned Industrial-General. However, according to the city’s
Comprehensive Plan of 2015 (p. 72), about 40% of the parcel
is designated as a Conservation Development District (CDD).
Doesn’t this designation have implications for deforestation and
the buffers? Please delay your vote. If not for us, then for the
trees!
