This limitations should be corrected. I am a resident of Adams Road adjacent to the development project being proposed by Munter/Saleno. It has come to my attention that there are numerous contradictions, omissions, and incomplete analyses which have been presented regarding this project that need, at the very least, clarification. I will not address them all (the Planning Board should have picked up on many of them), but will instead focus on two. 1. The Traffic Study. The Traffic Study is superficial and flawed. The largest flaw is that it fails to recognize the existence of the Adams Road neighborhood and how the road is used by employees who work in the industrial district. The study only considers the number of trucks and employees using Geyser and Duplainville Roads to get to and from the site. Yet, anyone who knows anything about the area knows that employees coming from the south, west, and even the north use Adams, rather than Geyser, to get to their work site. During shift changes in the morning and afternoon Adams Road is dangerous as workers consistently exceed the 30 mph limit on this narrow, sinuous road. It becomes exceedingly dangerous as children ride bicycles on the road, people walk on the side of the road, and people walk their dogs on the shoulders because sidewalks are inadequate and, in some places, nonexistent. The Conservation Development District (CDD). According to the 2015 Saratoga Springs Comprehensive Plan more than a third of the land in the project parcel lies within the Saratoga Springs CDD (greenbelt). [See page 68 for a map of the 2015 Comprehensive Plan.] According to that document: “This designation allows for low density residential, outdoor recreation, agricultural, and other rural uses utilizing land conservation methods such as clustering. Areas typically include single-family lots and subdivisions, existing planned developments, farms, estates, and natural areas. Commercial activities should be limited to those that support rural and recreational uses and which protect valuable open space, protect natural resources and maintain natural systems. This designation reflects a rural or agrarian character that works to preserve contiguous open spaces, protect natural resources and restore and maintain natural systems, which will all become increasingly important and valuable community resources.” Several points are in order: (1) In the definition of the CDD there is no mention of industrial development. (2) According to the Comprehensive Plan “State law mandates that zoning must be in conformance with the policies of the Comprehensive Plan.” (p. 55) (3) Whatever development that is proposed in the CDD area “shall require a ‘conservation analysis’ and utilize land conservation methods to protect environmentally sensitive areas and features, minimize the development’s edge effects and conserve significant open space.” (p. 58) No such “conservation analysis” has been done or is being proposed by Munter/Saleno. (4) Following the conservation analysis “constrained lands, along with at least 50 percent of the site’s developable open space, shall be set aside as permanent open space through a conservation easement.” (p. 59) I am asking the Board to take no action until these issues have been resolved.
