Dear Ms. I Ialliday:
We are in receipt of the following for the above referenced subject:
1. Site Plan Application with Review Checklist dated December 5, 2022;
2. Project Cost Estimate dated December 16, 2022;
3. Site Plan Drawings dated December 2022;
4. Traffic Report dated December 7, 2022;
5. Site Plan Narrative dated December 2022;
6. OPRHP letter of No Impact dated December 14, 2022;
7. SEQR Long Form Part 1, neither signed nor dated;
8. Stormwater Pollution Prevention Plan, dated December 2022; and
9. New Water Service Connection Application dated December 1, 2022.
As requested, we have reviewed these documents and offer the following comments that the applicant
should satisfactorily address:
Site Plan Application and Review Submittal Checklist
1. Required Item 7.• Complete Streets Checklist not included.
2. Site Plan Item 1: Datum references were not found.
3. Site Plan Item 5: City standards do not appear to have been shown nor referenced. Details are
included that are similar but there are some notable differences. This primarily applies to sanitary
and water services as these are the only features that will be located within the City's right of
way.
4. The applicant should provide elevation views of the proposed buildings.
Site Plan Drawings:
I. Sheet V-101: Drawings should be revised to establish whether• the site will be clear cut or will be
disturbed in a phased approach.
2. Sheet C-101: The water service is shown to connect to an existing service stub and valve, the
valve appearing to lie immediately adjacent to the watermain. The applicant should provide
information regarding the size and condition of the stub. Replacement of the service stub starting
at the watermain may be necessary. At a minimum a new valve should be installed that is at the
right of way line.
3. Sheet C-121: There are no soil or infiltration tests shown for the area of infiltration basin #4.
`Pests should be performed as described in the NYS Stormwater Management Design Manual.

4. Sheet C-121: Although all stormwater management will rely on infiltration, each infiltration basin
should include an overflow with an armored outlet channel to direct potential overflows to a
location that does not impact infrastructure.
5. Sheet C-121: Property lines of the work area require revisions for clarity. The bold line
surrounding the main area of the site does not represent the only work area. Some grading is
shown to occur on "Lot 2" to the east. The developer should verify that "Lot 2" is part of this
project.
6. Sheet C-121: Infiltration Basin #2 includes slope designations of 0% along its western edge. The
purpose of these slope designations is unclear.
7. Sheet C-121: The sequence of construction indicates that the disturbance area shall not exceed 5-
acres at any time. A phasing plan is needed in order to show how this will be accomplished since
the total disturbance is larger than 5-acres.
8. Sheet C-191: Lighting should be shown in the laydown area if it is needed. Activities to be
conducted in the laydown area need to be defined to understand potential lighting needs.
Traffic Report:
1. Although the report concludes that impacts at Geyser Road will not need further analysis, the
impacts on the level of service of other roads within the industrial park such as Duplainville Road
and Cady Hill Blvd. should be considered.
Site Plan Narrative:
1. The applicant should confirm that the Saratoga Springs Fire Department has reviewed the plans
and verify that they can access the site and buildings appropriately.
2. The nature of the activity within the building must be defined to establish project requirements
such as material storage and floor drain provisions.
SEQR Long Form:
1. The long form provided appears to be incomplete. There are several unchecked boxes, notably in
Section C.
2. D.2.c.i: The flow rate indicated does not match the flow rate mentioned in the narrative. The line
requesting the water district service area has not been filled in.
3. D.2.d. is The flow rate indicated does not match the flow rate mentioned in the narrative.
4. D.21.i: The amount of electricity demand has not been filled in.
5. D.2.r: Regarding the generation of solid wastes, this item is marked no. This should be changed
to yes with appropriate values and responses filled in beneath.
6. E.2.h.iv: The adjacent water bodies should be identified.
