LEWIS JASON KEMPER CHAIRMAN DIRECTOR March 22, 2023 Susan Barden, Principal Planner City of Saratoga Springs City Hall 474 Broadway Saratoga Springs, NY 12866 Sent via email to: susan.barden@saratoga-springs.org Re: SCPB Referral Review #23-30 - Site Plan Review - 3368 South Broadway Hotel, LLC/Homewood Suites A proposed 2,942-s.f. addtion to an existing hotel on a 5.16-acre parcel that will involve 17 new rooms being constructed. Location: South Broadway (US Rt 9), east side south of Crescent Tax Map#: 178.-2-16 GCR Zoning District (Gateway Commercial-Rural District) Received from the City of Saratoga Springs Planning Board on February 14, 2023. Reviewed by the Saratoga County Planning Board on March 16, 2023. Decision: No Significant Countywide or Intercommunity Impact Comment: The proposed amendment to the existing, approved site plan is a permitted use in accord with the City’s Zoning Ordinance and has been identified as being consistent with the Comprehensive Plan. The amendment reflects a plan with 17 new, additional hotel rooms on a footprint of 2,942 s.f. with three new parking spaces and results in no variances. There is site disturbance of 0.2 acres resulting from the proposed addition. In its review of the amended site plan, the SCPB recognized that this site plan amendment comes to the city Planning Board as the UDO is before the City Council for its amendment as proposed within a list submitted by Sustainable Saratoga just after the UDO was adopted. One of those proposed amendments being considered would make hotels (and additions to them) a nonconforming use and, therefore, in need of a use variance. Saratoga County Planning Board declared there to be no significant countywide or inter-community impact posed by the amended site plan.
