Barden, AICP Principal Planner City of Saratoga Springs 474 Broadway Saratoga Springs, NY 518-587-3550 ext. 2493 Re: 269 Broadway Site Plan Dear Ms. Barden, MJ Engineering is in receipt of your correspondence dated February 2, 2023 regarding the 269 Broadway Project. We offer the following, displayed in blue italics, in response to open comments listed below: 1. Traffic mitigation improvements shall be installed and include the following per “Traffic Impact Study 269 Broadway – Hamilton St.” revised January 19, 2022: · Intersection 2 (Hamilton St. with West Circular St.) – add striped right turn land on the southbound approach · Intersection 3 (Hamilton St. with Congress St.) – modify the signal timing by moving 1 second of green time from the east-west phases to the north/south phases. Response: Comment Acknowledged, all traffic mitigation improvements will be completed prior to CO. 2. All deliveries will be required to use the designated loading zone along Hamilton St. as directed to by the property owner to alleviate traffic disruption along Broadway (per TIS above). Response: A note to this effect has been added to the final plan set. 3. Recommendations from the “CHA Comment Review Response and Hydrogeological Report” provided by Terracon Consultants dated May 18, 2022 shall be met and include the following: · Additional test borings to be drilled prior to submittal of the construction documents to the Building Department to refine our analysis and design for construction of the secant pile wall and dewatering systems. These test borings will include soil sampling and bedrock coring, and installation of groundwater monitoring wells. The wells will be screened across the various surficial sediments encountered above the bedrock and within the bedrock. · In-situ testing of groundwater in the wells will be conducted to determine hydraulic conductivity (K), transmissivity (T), and groundwater velocity (v). These aquifer characteristics will be useful in designing the dewatering system for the project, which will ultimately be the responsibility of the contractor and require review by the Geotechnical Engineer of Record. · Additional testing and reports completed during the construction document phase will be provided to the City of Saratoga Springs. Response: Additional testing was performed on site and was included as part of the revised reported dated November 2022 (see attached). 4. Applicant shall submit a detailed construction implementation plan to monitor groundwater levels along with structure and ground movement during construction with its building permit application. The plan shall include stop work thresholds and contingency plans for unexpected conditions. The plan shall be signed-off by the City Engineer prior to issuance of the building permit, and reports summarizing the monitoring program shall be prepared by the applicant’s geotechnical engineer and submitted to the City Engineer during the course of 269 Broadway Comment Response Letter February 17, 2023 Page 2 of 2 construction. Response: A Construction Manager (CM) will be on board shortly and will be providing a groundwater monitoring plan to the City for review and approval. 5. A construction phase dewatering plan shall be submitted and approved by the City Engineer. Response: As noted above, once a CM is on board a construction dewatering plan will be submitted. 6. A long-term permanent dewatering plan shall be submitted and approved by the City Engineer. Response: A long term permanent dewatering plan will be submitted by the design team for review as part of the building permit process. 7. The City Engineer shall have access to all groundwater and geotechnical data and analysis for future projects. Response: All groundwater and geotechnical data and analysis will be provided to the City. 8. The applicant shall provide a pre-construction photo survey of all adjacent properties. Response: Once a CM is on board, all preconstruction survey’s will be provided to the City. 9. Applicant shall protect during construction and preserve the existing Elm tree located within the treebelt along the Broadway frontage (a tree protection detail shall be added to the site detail sheet in the final plan set). Response: Note has been placed on plan set. 10. Applicant shall provide secured construction and photometric easements from both north side properties to the satisfaction of the City Attorney’s office and verify filing at Saratoga County. Response: Copies of the easements have been provided to the City and have been filed with the County. 11. The applicant shall provide verification of sign-off from National Grid on the proposed location of the switch gear. If the proposed location is not acceptable to National Grid then the applicant shall return to the Board for further review. Response: We are currently working with National Grid to provide final sign off on switch gear and transformer. Once correspondence is received we will provide a copy as well as any executed easement to the City. 12. The applicant shall address CHA remaining technical comments (review letter dated 5/24/22). Response: Outstanding items were in relation to the geotechnical comments from above and the modification of the SWPPP Section 5.1 to incorporate temporary construction dewatering. See attached revised SWPPP. 13. The applicant shall provide final plans to the satisfaction of the City Engineer. Response: Comment Acknowledged. Sincerely, Walter Lippmann, PE Managing Engineer
